3 What is the Power play? The global world can now be expressed into three major players or forces that must shape society: the People (and the workers), the State (which suppose to be an expression of the people) and the Global Capital TUs are acting in an environment where competing interests are constantly trying to influence and dominate public opinion. (Source: ANSA, 2006)

4 Why TU SP Strategy... Development of clear strategies for engagement and shift Trade Union focus from a narrow interest perspective to a broader and inclusive approach The call for a coordinated regional strategy on Social Protection, driven by regional Trade Union bodies, can provide guidance and direction for national Trade Union Centres The need to entrench social dialogue plus one as central for trade unions’ demand for comprehensive social policy shift. The need to develop trade union evidence – based research capacity on Social Protection

5 Key Elements of SP Strategy Strategy 1: Collaborative engagement across sectors and high-level of political commitment. Creation of Social protection Technical Working Group or steering committee led by governments complimented by progressive development partners, civil society and the private sector

6 Key Elements of SP Strategy Strategy 2: Defining a National Social Protection Floor The ILO sets a number of key principles that would comprise a SPF National broad-based workshop

7 Key Elements of SP Strategy Strategy 3: Policy Coherence and Coordination: Inter-ministerial collaboration and co-ordination of all the ministries and stakeholders Advocate for the formation of Inter-ministerial

8 Key Elements of SP Strategy Strategy 4: Advocating for the review and development of a comprehensive legislative framework Campaign the review and development comprehensive legislative framework at national level

9 Key Elements of SP Strategy Strategy 5: Advocating for linking social assistance to basic services Strengthen the tripartite structures in all national economic forums

10 Key Elements of SP Strategy Strategy 6: Collection of disaggregated data for monitoring implementation and evaluating the impact and progress on social inclusion. Research and information includes identification of information gaps and sponsoring research to fill these gaps (including human rights based situation analyses that includes causality, capacity and role pattern analysis, impact evaluations and economic analysis on the links between investment in social protection, poverty reduction, and the attainment of the MDGs),

11 Key Elements of SP Strategy Strategy 7: Sustainable funding for social protection from both domestic and external resource mobilization, in particular resources that can facilitate scaling up of effective interventions. Implementation of the national strategies would be measured in the short term through incorporation of social protection into national development plans, sector wide approaches and medium term expenditure frameworks.

12 Key Elements of SP Strategy Strategy 8: Governance of social protection systems Support towards the development of skills and capacity of union representatives on Governance structures. National Trade Union Centres’ should develop a Code of Good Conduct that will guide the participation of Trade Union representatives on Social Protection governance structures

13 Key Elements of SP Strategy Strategy 9: Extension of social protection to informal workers and linking social protection to organising and advocacy Trade Union is to work with other stakeholders in developing specifically targeted programmes for the vulnerable groups in a comprehensive and coordinated fashion. Campaigning for the creation of universal social benefits (e.g. through universal health benefits, old-age pensions or child-support payments would be one such example of this avenue for extension of social protection. Extend coverage to informal workers..
