Availability of food grains: a.Achievements: i.The empirical data collected by the MI team during the survey shows that all 80 to 90 present (32 & 36) of visited schools of the district had buffer stock available with them. (All Visited Districts). In 70 to 80 present (28 &32) visited schools it was seen that the food grains were released to schools after adjusting the unspent balance of previous month. (All Visited Districts). 85 to Present (38,37, 35,35, 34 & 34) out of 40 visited schools had Fair Average quality (FAQ) quality foodgrains ( Dhar, Dewas, Barwani, Ujjain, Ratlam, & Tikamgarh). ii.b. Actionable Points: iii.47 to 82 % (19 19, 30 & 33) out of 40 visited schools did not have Fair Average quality (FAQ) foodgrains. (Alirajpur, Jhabua, Indore & Datia) (Supply chain of food grain MP State civil supply corp.→ Local Grain Market→ lead committee→ PDS→ SHG) 2. Timely release of funds : a.Achievements: i. According to the survey data all schools acknowledged to the receipt of funds on time which ranged from 40 to 32 schools in 13 districts. b. Actionable Points: i.23, 18, 15 & 12 out of 40 schools reported delays in receiving funds in Alirajpur, Datia, Ratlam & Dhar districts. Delay was caused by the Zila Panchayat & banking troubles. In Zila Panchayat the presence of quality monitor and task monitor in very essential. It was seen that their vacant posts create problem in smooth functioning. Some times the charge of QM & TM was given to some senior person of ZP. Since he is already over-burdend, It becomes difficult for him to perform his duty smoothly. Among the main banking troubles the issue of core banking still puts hurdle in smooth banking process. Since it has been made mandatory to perform core banking operations, rural people face distance problem in approaching bank and therefore results in delay. The absence electricity also hampers banking process. 2

3 3 Availability of Cooking Cost: a.Achievements: i.In all visited schools of 13 districts, cooking cost was paid via e-transfers.(Zila Panchayat to SHG Account). 40,37 & 36 out of 40 visited schools were receiving the cooking costs in advance regularly. (Dewas, Tikamgarh & Khargone) b. Actionable Points: i.The implementing agencies in 21 and 13 schools were not receiving cooking costs in advance on a regular basis. (Alirajpur, Dhar). The problem was witnessed due to core banking issues. 4. Availability of Cook-cum-helpers: a.Achievements: i.All visited schools were paying cooks-cum-helpers via cheques. It is necessary for all the employees to open a bank account for monetary transactions. Zila Panchayat to SMC Account & SMC By Cheuqes Cook- cum-helpers. (All Visited Districts). According to the norms of govt. cooks-cum-helpers are paid a monthly honorarium of Rs.1000 each. (All Visited Districts). In 90 percent of the visited schools in 13 districts mid- day-meal was prepared by SHG. (In rest of the schools centralized kitchens are available) Cook cum helpers in only 6 to 14 out of 40 visited schools in all 13 districts received training. The training is generally given to head of SHG/Cook. These training an mostly conducted in Gwalior, Indore and Burhanpur. These SHGs head/Cook after getting the training return as Master Trainer(MT). They provided there training to cook-cum-helpers at Zila panchayat/Janpat Panchayat for 2-3 days. b. Actionable Points: i.At 20, 15, 12 & 12 visited schools, cooks-cum-helpers complained that they were not receiving their remuneration on time. (Barwani, Ratalm, Alirajpur & Jhabua). In 26 to 34 schools in 13 districts cook-cum- helpers did not receive any training. 3

4 5. Regularity in Serving Meal a.Achievements: i.All (40)visited schools served hot cooked meals daily to their students. (All Visited Districts). 6. Quality &Quantity of Meal a.Achievements: i.In 30-36 schools of 13 districts out of 40, students were satisfied with the quality & Quantity of meals provided to them. b. Actionable Points: i. In 8-10 schools of Indore and Datia districts quantity and quality of MDM was found unsatisfied. 4

5 7. Variety of Menu: a.Achievements: i.All visited schools followed the menu as prescribed. (All Visited Districts). 38, 35,31 & 30 out of 40 visited schools were following the weekly menu uniformly (Barwani, Dhar, Ujjain & Dewas) b.Actionable Points: i.16, 16 & 12 visited schools out of 40 in Alirajpur, Gwalior & Indore were not following the weekly menu uniformly. Reasons- Unavailability of vegetables in local market & untimely foodgrains distribution through PDS. 8.Social Equity a.Achievements: i.In all visited schools, it was seen that cooks-cum-helpers were serving the children. Most of visited schools, the children were made to sit in line while eating (All Visited Districts) 5

6 9. Convergence With Other Schemes: a.Achievements: i. The responsibilities of teachers lie in maintaining daily MDM records & updating the MDM register. It was found that in 32 to 36 schools out of 40 in 13 districts teacher were performing their duties. b. Actionable Points: i.School health cards were prepared in only 8 to 16 schools of 13 districts. ii.Only 8 to 18 visited schools were having first-aid kits available. (All Visited Districts) 10. Infrastructure: a.Achievements: i.70 to 80% visited schools had pucca kitchen and was being used for cooking purposes. In the remaining schools either centralized kitchen (Ujjain, Indore, Gwalior, Dewas & Ratlam) is available or SHG prepare food at their homes. The main reason was problem of theft in school kitchens. Some of the other reason was water seepage during rains (All Visited Districts). 39, 36,36 visited schools have sufficient number of plates available for all children. (Dewas, Tikamgarh & Barwani). Most of the visited schools use firewood for cooking meals (All Visited Districts). Some Schools have gas connection also. The problem with these schools is related with untimely refilling of gas cylinder. (PS & Upper Primary School Bavliya khedi in Sanwer block of Indore district) b. Actionable Points: i. In only 2 to 14 visited Schools fire extinguishers were available. (All Visited Districts). 19 &18 visited schools did not have sufficient number of plates available for all children. (Jhabua & Khargone) As per the direction of government schools having LPG connections schools have mandatory facility of fire extinguishers. 6

7 7 11. Safety & Hygiene: a.Achievements: i. It was observed in (38,38,38,36 &35) visited schools by the MI team that students were asked to wash hands before and after meals at all the schools. (Ratlam, Shajapur, Dewas, Indore, Gwalior & Tilkamgarh). 12. Community Participation: a.Achievements: i. By observations made, 37, 33 visited schools had appointed a mother roster. Out of these schools in Shajapur & Gwalior only 17 & 26 schools were regularly updating.

8 8 13. Inspection & Supervision: a.Achievements: i.At 37,36 & 36 visited schools MDM inspection register was found and it was updated. (Tikamgarh, Datia & Khargone) 14. Impact: a.Achievements: i.The Perception of school authorities shows an improvement in attendance, enrolment and retention of students in 37 to 40 schools visited. (Dhar, Ratlam & Barrwani).
