8.  Governments became more responsible for ensuring the quality and accountability of their decision making process. Many local welfare agencies now implement ways to work more effectively with other public and nonprofit or private agencies.  Hierarchy  Network  Decentralization.  Building a local welfare system, or community-based welfare system.  For-profit sectors  Example: Community Welfare Council (CWC)  Traditionally, welfare service delivery in Korea has been conducted by central government, local governments, and hospitals.
