2  Aid in the form of money or necessities for those in need: poor, elderly, students, people with disabilities, unemployed, injured, and sick.  Social welfare programs are undertaken by governments as well as non-governmental organizations (NGOs).  Social Welfare payment and services are typically provided at the expense of taxpayers. What is Welfare?

8  Governments became more responsible for ensuring the quality and accountability of their decision making process. Many local welfare agencies now implement ways to work more effectively with other public and nonprofit or private agencies.  Hierarchy  Network  Decentralization.  Building a local welfare system, or community-based welfare system.  For-profit sectors  Example: Community Welfare Council (CWC)  Traditionally, welfare service delivery in Korea has been conducted by central government, local governments, and hospitals.

9  CWC (Community Welfare Council) was designed to provide local welfare planning, discuss welfare service provision, link welfare and public health services, and recommend alternatives through monitoring the program. Community Welfare Council

11  Many local welfare agencies explore ways to work more effectively with other public and nonprofit or private agencies in order to meet the demands for welfare system.  Multiple organizations have different goals, rules, and administrative processes.  In the network perspective, collaboration is improved by flexibility in program design that enable the partners to adapt to changing environments.
