2 Infrastructure Update - Continued Upgrades to support reuse $20-$25 million Water system upgrades, extensions, metering Wastewater system upgrades and extensions Phase 2 of COE Flood Protection project Northern Road Connection Pedestrian bridge to Phoebus Stormwater Management Improvements

3 Infrastructure Update - Continued Ownership/Operation/Maint. after Army leaves Water – possibly City of Newport News Roads, drainage, sewer – possibly City of Hampton Power – Dominion Virginia Power Both cities will require conditional assessments prior to acceptance Cost for upgrades to infrastructure systems to meet potential owner standards - UNKNOWN

4 COE Flood Protection Project Update Completion expected next summer $22 million budget May be funds to construct additional breakwater(s) Additional funding allowed for valve installation on approx. 14 of 38 drainage outfalls Estimated $11 million required to complete next phase of project

5 Floodplain and Watershed Study City of Hampton undertaking citywide floodplain study 19 sub-watersheds including Fort Monroe City Council to vote on prioritization of studies in approx. 30 days

6 Sea Level Rise and Flood Insurance Update Building elevations on Fort range from 4’ to 9’ 100-year base flood elevation is 9’ Wetlands Watch and National Wildlife Federation Study predict sea level rise from 24” to 27” over next century Determinations of flood insurability will require further coordination between City, Commonwealth and FEMA

7 Recommendations Request City of Hampton give Fort Monroe a high priority for their floodplain study. Continue discussions with Hampton and Newport News regarding future governance of Fort and disposition of infrastructure. If Hampton and Newport News ownership of infrastructure is desired, then undertake conditional assessment studies to determine costs for additional upgrades.

8 Recommendations - Continued Identify sources for and obtain funding to complete flood protection project. Begin discussions with Virginia Power to determine costs for power distribution infrastructure replacement.
