1. Access to HIV prevention and related services for people with disabilities in Ethiopia Esknder Dessalegne Feb. 21/11 Bujumbura, Burundi

2. Overall objective This project aims to ensure on pilot scale that people with disabilities across Ethiopia have access to HIV information and services which are both tailored to their diverse needs and equal to the services available to others in the community across selected PEPFAR – funded projects.

3. Specific Objectives Disability is mainstreamed in selected PEPFAR-supported initiatives in Ethiopia.

4. Expected Result – 1 PEPFAR and selected partners’ understanding of disability and mainstreaming in HIV work is improved.

5. Expected Result -2 PEPFAR-supported behavior change communication (BCC) for HIV prevention in Ethiopia is provided in tailored formats for people from different disability groups.

6. Expected Result - 3 PEPFAR-supported SGs mainstream HIV, sexual and reproductive health services and provide reasonable accommodation for persons of different disability groups; and if appropriate, mainstream services & provide disability-speci fic services.

7. Expected Result - 4 ICASA 2011, Addis Ababa, is fully accessible to people with disabilities. Bringing disability as an agenda of the conference.

8. Expected Result - 5 Good practice and lessons learned from this national-level pilot mainstreaming initiative are documented and disseminated internationally through HIV and Disability networks.

9. Project location, duration, budget & beneficiaries of the project Location: Addis Ababa and suburb. Duration: Oct 2010 – Sept 2012 Budget: 195,000 USD Beneficiaries: will be selected from all PEPFAR partners. The end beneficiaries are people with disabilities and people living with HIV and AIDS.

HIV & Disability in Ethiopia: situation analysis (MoLSA, 2010) PWD have higher vulnerability to HIV infection than non- disabled due to low knowledge of HIV transmission, poverty, stigma, social exclusion, inaccessible HIV-related services, sexual abuse, risky sexual behaviours HIV-related services for PWD are mainly provided by DPOs Providers of HIV-related services lack knowledge on provision of such services to PWD in accessible formats Low utilization of HIV-related services by PWD due to inaccessibility PWD lack awareness of availability of HIV-related services

12. Disability in Ethiopia An estimated 7.6% (about 6.2 million) of population lives with a disability (JICA, 2002) National Disability Prevalence is 1.09% (805,492) (Census, 2007) Main types of impairments from Census 2007

13. Approaches Support to PEPFAR – supported organizations involved in HIV prevention work to tailor their IEC to the needs of PwD. Improve physical accessibility (the built environment) of selected PEPFAR – supported high volume HIV treatment and care facilities (hospitals). Ensure that ICASA 2011 is accessible to PWD through the participation in relevant sub – committees and mobilization of organizations of PWD and other organizations working on HIV; submission of disability related abstracts; and active participation in the conference.

14. Methodology Partnership - HI methods of intervention places local stakeholders at the heart of its intervention strategy, by taking every care that the activities we support have over time sustainable outcomes.

18. Monitoring and evaluation plan Comprehensive M&E structure will be in place to gather necessary quality data & capture project progress. PEPFAR partners’ skill on M&E will be enhanced. Evaluation and reporting on disability mainstreaming in their HIV programs.
