3 Objectives Establish a robust, coherent, transparent and sustainable legal and governance structure across all of the EPOS services (TCS/ICS) and aligned to the EPOS Architecture; Establish clear legal links/connections between EPOS-ERIC and the legal entity/consortium of legal entities of each TCS/ICS; Identify the long-term strategy for the legal and governance of each TCS/ICS and take first steps to achieve this outcome; Ensure the implementation of the EPOS data policy and harmonization of access rules to facilities and instrumentation; Interact with WP3 and WP5 to develop an integrated legal, governance and financial harmonization plan for TCS implementation

4 Why are harmonised governance, data and access policy added value to TCS? Governance : to participate in EPOS and its strategy through a clear definition of responsabilities, duties and rights Data policy : easier, safer, better and larger access to data through common policy Transnational access to facilities : make facilities available for the whole community

5 Interacting with TCSs to advice and help in a proactive way each TCS to set up a governance scheme and data and access policy. to provide the tools to assess and evaluate the progress made within each TCS and to report the results to EPOS. Short : It is not the responsibility of WP4 to set up the TCS governance for the TCS but to test the legal and governance maturity of the TCS for implementation

6 Feedback from questionnaire Thank you for the information: very useful to plan WP4 work. We now have a more precise view on the plans of each TCS. General information: The TCS have a common understanding of why the issues of WP4 are important to them, and which are the special points to address; homogeneity is expected. 15 Timeline -M1-M6 : WP4 works with each TCS on a governance model and provide a final set of guidelines -M6-M12 : TCS internal discussion on chosen model -M12-M18 : WP4 works on harmonization of the governance of the different TCS and the compliance with EPOS-ERIC legal and governance scheme -M18-M24 : implementation of the TCS governance -M24-M36 : service agreements between TCS and EPOS-ERIC

17 This work can only start in spring 2016 -Similar to Task 4.1 but pending issue of site selection for ICS central hub and identification of ICS distributed services -ICS central hub : location and structure of ICS will be known in March 2016 -ICS distributed services : selection of technology and resources providers linked through service agreements to EPOS-ERIC will be launched in 2017-18

18 4.3 Implementation and monitoring of the EPOS data policy

19 Pending issue (EPOS-ERIC/WP3/WP4) -Data policy document needs to be updated (specially regarding Intellectual Property Rights and references to EC framework) and then validated by BGR : this work has started. First draft Jan 2016? -Extension to guidelines for Data Life-Cycle Management?
