2 2 Introduction ITU-T SG9 and ITU-R WP6C have successfully developed a number of Recommendations All the Recommendations can be used only for certain codecs. For new codecs, new Recommendations are needed. The existing methods can be also validated with or without modifications/improvement.

4 4 J.op_tr Methods for Optimizing Bitrates and Transmission Resolution by Considering Display Characteristics and Available Bandwidth

5 5 Introduction Depending on content characteristics and display size/resolution, the perceptual video quality shows a large variation even for the same bit rates. To effectively utilize the available bandwidth, it is desirable to optimize the bitrate by taking into account the content characteristics and display size/resolution.

6 6 Goal Goal: Use the minimum bandwidth while providing the maximum perceptual video quality 1.With sufficient bandwidth, what are the optimal bitrate and transmission resolution (resizing) for a given display (e.g., smartphone, tablet, PC monitors, TV, UHDTV, etc)? 2.With insufficient bandwidth (limited bitrate), what is the optimal transmission resolution for a given display (e.g., smartphone, tablet, PC monitors, TV, UHDTV, etc)? 3.Can content characteristics be used to further reduce the bitrate while providing the maximum perceptual video quality? Target date (Consent of DNRs): 2016

8 8 Introduction With a large number of channels or programs (e.g, IPTV, VOD, video streaming services), there are increasing needs for source video quality monitoring. Source video quality can be used to determine the optimal transmission resolution and bitrate.

9 9 Applications The Recommendation can be used to measure impairments of source video due to the following factors: ①excessive compression of source video ②HD/UHD programs enlarged from SD/HD programs ③degradations due to analog-to-digital conversions ④Image capturing device distortions  Lens distortions  Poor lighting conditions  Poor focus  Camera jiggle  Jerky pan from poor quality tripod head  Color balance problem  White balance problem Audio-visual issues ①Loss of audio or video ②lip sync issue ③improper field ordering (field 1 swapped with field 2) ④frame rate mismatch
