3 Jump to first page Methodology of ACS n Monthly sample, cumulative 3% each year. n Systematic sample of Master Address File. n Housing unit sample—no group quarters. n Mail survey, with CATI & CAPI follow-up. n Totals controlled to age, sex, race & ethnicity estimates for county for July 1 of each year. n Multi-year figures are averages of years. n Residence based on two-month rule, not “usual” residence.

8 Jump to first page Group Quarters n 1% of the population lives in group quarters. n 1990 group quarters is 7% of the size of the population increase from 1990- 1997/8. n Four GQ are most important: Harris County Jail, UH & TSU dorms, Rice dorms, TC Jester Prison. Half of the 1990 group quarters population lived in the ACS areas containing these institutions.
