7 Committees  Each Leader (The speaker and Minority Leader) will choose two bills in which they want to put towards Committees  The Speaker of the House will assign the bills to committees (and name them). 10 Floor Debates  Now that all bills have been written in Committee, we need a floor debate and a House Vote…  1. Speaker of the House: Select the order in which the bills will be debated. Announce the first bill to be debated, and distribute copies of that bill to all House members.  2. Committee chair: Read the bill and amendments aloud. 11 Floor Debate  House members have five minutes to review the bill and the expert testimony and to consult with members of that committee.  They then have 7 minutes to write a one- or two-paragraph statement that explains why they support or oppose the bill. This statement begins, “Mister (or Madam) Speaker, I rise to speak in support of (or in opposition to) H.R. Bill (bill number).”  The committee chair and a minority party member each have 4 one-minute speaking slots for their party for the floor debate.  Each puts together a list of which 4 party members will speak and in which order. They submit this to the speaker.  House members have five minutes to review the bill and the expert testimony and to consult with members of that committee.  They then have 7 minutes to write a one- or two-paragraph statement that explains why they support or oppose the bill. 12 Floor Debate  The speaker will officiate the debate as follows:  1. Call the House to order by banging the gavel and announcing, “The House will now come to order.”  2. Take turns recognizing Republican and Democrat speakers from the list submitted by the committee chair and the ranking minority member.  3. Each speaker has one minute to speak. Republicans speak from the podium on their side of the room and Democrats from their podium.  4. When all speakers have finished, bang the gavel and announce, “Debate on H.R. To do so, agree that you will vote with the other person on an upcoming bill if he/she votes with you on this bill.  Before the final vote, House members will have 3 minutes to carefully review their role cards to see how their constituents feel about the bill.  They should also consult with party leaders to see how they want party members to vote.  House members can also meet informally with members from the other party to make logrolling deals. In what ways was it different?  What have you learned about how laws are really made?  Once everyone has completed their bills in committees, we will answer these questions IN OUR NOTEBOOKS:  How did it feel to be part of organizing the House of Representatives?  What role did party leaders play in organizing the House?  In what ways was organizing the House similar to what really happens in Congress? In what ways was it different?  What have you learned about how laws are really made?
