www.vita.virginia.gov VBMP RCL Workshop: Using VDOT Data November 4, 2015

2 www.vita.virginia.gov Discussion Points RCL Program Overview VGIN/VDOT Common Data Model Using VDOT Data VGIN RCL Data Standard

3 www.vita.virginia.gov RCL Program Overview Virginia Base Mapping Program (VBMP) Road Centerline (RCL) began in 2003 with a Virginia 911 Wireless Board funding to create a statewide, seamless geospatial centerline layer Used VBMP 2002 imagery as basis for digitization RCL was originally designed for locality 911/GIS and VDOT geometry consumption to support geocoding Adoption processes o Locality adopted VBMP o VBMP Adopted Locality o VDOT

4 www.vita.virginia.gov RCL Program Overview Jurisdictions are the provider of geometry initiated by data deltas from most recent centerline to last submittal Jurisdiction is the provider of address, street name, and additional miscellaneous local attributes where applicable VDOT is the provider of Interstate and Primary highway segmentation unless more current modifications are made by locality or VGIN QC VDOT is the provider of Roadway Characteristics designated within a table in the data model Some local providers (NOVA, Tidewater, Albemarle) are adopted wholesale Updates from each entity are processed independently

5 www.vita.virginia.gov RCL Program Overview VGIN Update Cycle Locality/VDOT database update Data Submittal to VGIN VGIN updates RCL geometry & attributes where applicable Quarterly RCL Release to VGIN GIS Clearinghouse

6 www.vita.virginia.gov VGIN/VDOT Common Data Model VDOT and VGIN have participated in a statewide common data model for several years First RCL publications stored limited information from VDOT, CDM allows increased amount of attributes to end users VGIN and VDOT have separate editing environments but use a Common transfer data model A majority of the components of the transfer data model were provided by a project within Northern Virginia which utilized a PSAP grant VDOT attributes not currently published in RCL quarterly release can be easily added via unique ID exchange VDOT has shown excellent progress in adopting the VGIN RCL

7 www.vita.virginia.gov VGIN/VDOT Common Data Model VGIN provides VDOT the “latest and greatest” centerline within Virginia VGIN RCL has “more” geometry than VDOT centerline and will provide geometry, Street Names, Address Ranges, and Routing information to VBMP RCL Publications -VBMP RCL includes ALL road types for 911 to include private drives and service roads and new development which is not yet recorded by VDOT VDOT provides VGIN an updated attribute table to be used in VBMP RCL quarterly publications -VDOT attributes include differentiation of Interstates, U.S. & State primaries, State Secondaries, and State Urban Routes -VDOT is not currently create attribute table records for all other centerlines (private drives/urban secondaries)

8 www.vita.virginia.gov Using VDOT Data Quarterly RCL Publication: *(metadata included with quarterly releases) Route Number Route Type Functional Class Pavement Type Speed Limit Carriageway Flow (one way) Restrictions Lane Count Pavement Width Surface Width Traffic Count (AADT)

9 www.vita.virginia.gov Using VDOT Data Route Type

10 www.vita.virginia.gov Using VDOT Data Pavement Type

11 www.vita.virginia.gov Using VDOT Data Posted Speed Limit

12 www.vita.virginia.gov Using VDOT Data Average Annual Daily Traffic

13 www.vita.virginia.gov Using VDOT Data Local data supplied to VGIN with unique ID is stored on the RCL Join from local unique centerline ID to RCL provides local access to VDOT attribution No need for duplication of storage on local database RCL data can be queried using VDOT attributes and extracted for specific reporting purposes RCL data can be used when performing analyses of VDOT information

14 www.vita.virginia.gov RCL Data Standard Priorities for Implementation: Identify and document the data standard element needs for: o Next Generation 9-1-1 o Virginia Department of Transportation (CDM) Create a formal data standard following the process identified by VITA’s Administrative Boundaries geospatial data standard

15 www.vita.virginia.gov RCL Data Standard Initiative Tasks: Establish a stakeholder driven Workgroup for this initiative with appropriate representation from all identified groups Identify and document data standard element requirements from o NENA o VDOT o VGIN o Localities

16 www.vita.virginia.gov RCL Data Standard Provides guidance on data management for core elements within road centerline databases Attribute Standards Geometry Standards Includes VDOT attribute table within database schema Includes source elements for storage Includes some valid VDOT recommendations for centerline data editing
