Analysis From Greek philosopher Democritus from 460 BCE Protons in the nucleus have a positive charge, Neurons in the nucleus which are neutral, and electrons outside the center which are negatively charged. A cation ion will have fewer electrons than it does protons. Elements are identified by the number of protons within them. The atomic number describes how many protons are with the atom of the element and therefore identifies it. The atomic number of one states the hydrogen atom has only single proton within the nucleus.
