1 ROAD PAVEMENTS FORUM Roodevallei Country Lodge 13 & 14 November 2001

2 Resolution #1 That the RPF be regularly appraised of developments in the field of skills development (and technology transfer) within the framework of the Skills Development Act of 1996. That a RPF Task Group be convened by Les Sampson to establish contact with formal structures in this field and to disseminate information to the RPF

3 Resolution #1 (Cont.) That the Task Group reports to the RPF as and when required so as to inform employers on: –Development of unit standards and learnerships –Registration and accreditation of courses –Details on accredited service providers –Training programmes That the activities of the RPF task group on Materials Technicians be integrated in this new Task Group

4 Resolution #2 That a proposal be made to SABS to amend SABS 307 (bitumen specifications) whereby all requirements related to ductility be deleted.

5 Resolution #3 Previous Resolution (2 nd RPF): It is recommended that the Asphalt Academy further investigate the proficiency of bituminous binder testing in South African material laboratories. Proposals will then be developed to identify problems. New Resolution: That inter-laboratory testing be conducted on an ongoing basis under guidance of a Task Group, to be convened by the Asphalt Academy.

6 Resolution #4 That the president and members of ASANRA be invited to regularly attend the RPF and be tasked to provide feedback on regional activities & issues.

7 Resolution #5 The data presented by Dr Wynand Steyn be adopted as a basis and be expanded for future reports at RPF meetings. The data should be augmented to include non treasury expenditure by SANRAL and others, conditional grants and transfers to provinces and expenditure in SADC countries. It is recommended that progress against budgets should be posted on the RPF web site on a quarterly basis.

8 Resolution #6 That the Liaison Committee for Road Building Specifications be incorporated as a Working Group of the RPF.

9 Resolution #7 That a RPF Task Group be convened by Denzil Sadler and Bob Hornsey to monitor the situation of bitumen manufacture, with a view to keeping the relevant industry players/stakeholders informed of bitumen availability.
