3 Section 852/DAWDF 3  Grow our workforce is in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and 6 April 2009 SECDEF announcement to grow the acquisition workforce  The Defense Acquisition Workforce Development Fund (DAWDF) is the resource for Section 852  Army target by Fiscal Year 2015 (FY15) is to hire 1,885 new hires DAWDF “primes the pump” with new hires; lead time to develop concept plans Army hired 550 new hires in mid to late FY09 and 551 in FY10 Two to three year funding enables field to prepare concept plans and obtain approval for sustainment  Submit Concept Plans IAW Taskforce plans (additions by command and CF); ID as 852 growth; concept plans provide the documentation for approval of sustainment funding  Section 852 New Hires sustained through FY16

4 What We’ve Done 4 Established a Grow the Army Acquisition Workforce Task Force in 2009 Sent request for hiring requirements to Army Commands and other organizations with acquisition positions in January 2010 to finalize a strategic approach to meeting SECDEF initiative Received requirements totaling over 6,000 acquisition positions Scaled down to 2,262 new hire position requirements –Intent to sustain only 1885 new hires to meet the Army goal –Remainder accounts for attrition Task Force put into place the actual requirements by FY, type, and acquisition career field designation Since 2009, we’ve established the practice to fund new hires utilizing DAWDF funds to meet future and emerging needs Direction to hire based on task force results provided as part of the FY11 Section 852 Plan; concept plans required for sustainment following the 2-3 year expiration of Section 852 funds provided Taskforce results will be the basis of every FY DAWDF Plan in the future

5 DoD/Army Acquisition Workforce Growth – DAWDF New Hires DOD intends to complete the growth initiative supported by the Defense Acquisition Workforce Development Fund (DAWDF) -- growth of approximately 10,000 civilian workforce members by FY15 DAWDF-supported hiring and growth is NOT subject to the DOD budgeted civilian funding constraints for FY11, FY12, and FY13 DoD is sustaining DAWDF-funded workforce growth in FYDP through Secretary of Defense approved “exceptions” which provide funding in future years Army New Hires Army has hired 1,343 new acquisition professionals as of 18 April 2011; goal is 1,885 by FY15 Army acquisition is fully sustained through FY16 Source: AT&L HCI; CAPPMIS; Army G-1

14 Summary DAWDF “primes the pump” for new hires (2-3 year funding) as per the SECDEF initiative Section 852 new hire funding allows the command 2-3 years to develop concept plans based on current and emerging workforce needs Organizations should be hiring according to the task force plans Although the Federal Career Incentive Program (FCIP) was eliminated, several programs still exist to bring on Interns Approved concept plans are required and must be submitted in accordance with DAWDF new hires to ensure Army sustainment funding New hires are sustained through FY16 14
