IMPORT CONTROLS ARE APPLIED AT EU BORDER– TO PROTECT ANIMAL AND PUBLIC HEALTH FOOT and MOUTH DISEASE AVIAN INFLUENZA AFRICAN SWINE FEVER VETERINARY RESIDUES

REQUIREMENTS FOR ALL NON EU COUNTRIES WISHING TO EXPORT ANIMAL PRODUCTS TO THE EU Government must have good disease reporting and eradication policies Government must have Residue Monitoring Plans Government must have Safeguard measures in place. Must have good CA at central and local levels

Non EU Countries must be APPROVED by the EU Commission before they can export to the EU 1.. Inspections carried out by European Commission Food and Veterinary Office 2.Inspection report sent to EU Commission Standing Committee on Food Chain and Animal Health (SCOFCAH) 3. The Non EU Country must be a member of the World Organisation for Animal Health (OIE) 4. If approved the Non EU country will be listed as an approved country for export of animal products to the EU 4

EACH FACTORY MUST ALSO BE APPROVED FOR THE EXPORT OF ANIMAL PRODUCTS TO THE EU Processing Factory Processing Factory must be approved for export to EU EU Hygiene rules must be applied in the approved factory EU approved factories are listed in EU Legislation and on the Internet- TRACES SYSTEM EXPORTS

ENTRY OF LIVE ANIMALS AND ANIMAL PRODUCTS TO THE EU ENTR PORT PORT AIRPORT Imported live animals and animal products present the highest level of risks as they can transmit serious human and animal diseases. Some Information about Border Inspection Posts A Border Inspection Post (BIP )is an inspection centre approved by the EU. Approved for live animals or Products of Animal Origin (POAOs) About 300 Border Inspection Posts in the EU Food and Veterinary Office based in Dublin carry out inspections For the BIPs of EU-countries: Commission Decision 2009/821/EC, which is reviewed approximately 3-4 times per year.Commission Decision 2009/821/EC Same import border controls carried out at all Border Inspection Posts

Border Inspection Posts in the United Kingdom There are 30 Border Inspection Posts in the UK Only Sea and Airports BIPs in UK Northern Ireland has 2 Border Inspection Posts Belfast Port- Products inspected include Frozen meat products from New Zealand, beef from Botswana, Chicken from Thailand and Fish products from South East Asia. Food for cruise ships. Belfast International Airport- Products inspected include Blood Products from USA. Pig Bristles from China, Bovine Semen and Embryos from USA

BORDER CONTROL -VETERINARY CHECKS PROCEDURES IMPORT CONTROLS Council Directive 97/78/ECCouncil Directive 97/78/EC of 18 December 1997 laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries for consignments of animal products 1.Documentary Check---- Checking that the health certificate is the correct model health certificate in legislation,completed correctly and checked for evidence of fraud. Assessment of other documentation. Checking Safeguard decision and re-enforced checks to make sure no EU import restrictions are in place. 2.Identity Check---- Matching the Health Certificate to the product. 3.Physical Check---- Taking Samples, Temperature Checks, examining product in detail. All the specific checks are entered on TRACES (Trade Control and Expert System) and a Common Veterinary Entry Document (CVED) is issued TRACES may automatically exchange data on import controls with customs authorities

SAFEGUARD DECISIONS MADE BY EU There are a number of special import conditions for certain foodstuffs which have been put in place at EU level to protect human health Examples Peru Aquaculture products Issue of Hepatitis A. All live Bivalve molluscs banned except eviscerated scallops or bivalve molluscs that have undergone heat treatment Japan Feed and Food Issue being Radioactivity Special import declaration for food and feed including personal consignments Physical checks, including laboratory analysis, on 5 % of the consignments

BORDER CONTROL –PASSENGER CHECKS T HE EU REQUIRE CHECKS TO BE MADE ON PASSENGERS ARRIVING IN TO THE EU. (R EGULATION EC 206/2009 Personal consignments containing meat, milk or their products and brought into the EU continue to present a real threat to animal and public health throughout the EU SOME ILLEGAL IMPORTS.
