2 Road Transport Management System

3 RTMS Background:  During 2003 a heavy vehicle accreditation scheme was developed and implemented in the forestry industry in Kwazulu/Natal & Mpumalanga.  The scheme was developed to promote compliance with standards in the area of load control and securment, vehicle maintenance & driver wellness.  The success of the project in the forestry resulted in similar initiatives being discussed in other industries including pulp, paper & board, bitumen, coal, sugar, aggregate & sand & readymix concrete.

4 RTMS (Continue)  A National steering committee was established to co-ordinate the various initiatives and a strategy document was developed.  This strategy document was used to approach the SABS to develop standards for transport operators, consignors & consignees.  The process has now developed to the constituting of Stansa TCI 181B: Road Transport Management Systems.  The National Steering Committee representing consignors, consignees, Transport Operators, Labour, DoT, Sanral, CSIR, NPI & SANS.

5 RTMS - WHY SUCH A PROGRAM  Companies need a successful public image and reputation  Traffic laws are moving in the direction of placing a legal responsibility on the consignors of goods, transporters and consignees, to ensure that overloading of trucks do not take place.  To improve productivity  To improve global competitiveness by reducing the cost of logistics.  Fair competition between transporters in an environment needs to be ensured.  Overloaded & poorly maintained vehicles need to be eliminated.  Road deterioration needs to be curbed.  Accidents of heavy vehicles need to be reduced.

6 WHAT IS RTMS?  RTMS is an industry–led, voluntary self- regulation scheme that encourages consignees, consignors & road transporters to implement a management system that preserves road infrastructure, improves road safety & increases productivity.  Key components are: - load optimisation - driver wellness - vehicle maintenance - productivity

7 Implementation of RTMS  Depending on position in the supply chain, companies may be expected to implement the management system components directly related to their operations.  Transport contractors could be expected to apply their effort managing vehicle loading, load securement, vehicle maintenance & driver wellness.  Consignees would need to implement the component of the management system that ensures that its suppliers despatch correctly loaded trucks

8 Implementation of RTMS (continue)  At present, South African National Standards is preparing the necessary documentation for transporters. The final document is expected to be complete by the first quarter of 2007.  The Department of Transport, the SA National Roads Agency, and various provincial road authorities are all supporting the drive.
