4 Does Kyoto Protocol Need Carbon Market? US out of the market; Canada almost out; Italy?; increased overall uncertainty Demonstration of success in flexible mechanisms necessary to sustain the regime beyond first commitment period(?)

5 Post-2012 Montreal mandate did not happen (a la ‘Berlin mandate’) Dialog has been on, covering various aspects Several countries have made formal submissions with various suggestions

7 Some Ideas Thrown Up Stretch 2012 target to allow a proper regime to be negotiated (filler?)
