3 Introduction In the ERA-NET Cofund Smart Urban Futures Call cities and civil society in Europe can address urgent and long-term challenges by co-creating ideas and projects. Europe is today fully immersed in the urban age with 80 per cent of its citizens living in cities and urban areas. European cities and urban areas are the main drivers of economic development and growth, knowledge and creativity, innovation and benefactors for the livability. Established by the JPI Urban Europe in order to initiate a transnational joint call for RDI proposals.

4 Overall challenges Current sector-specific initiatives and priorities are mostly elaborated in isolation from each other. The overall challenges today: move to action through dialogues - from a sector oriented technocratic approach to one that recognizes more diverse viewpoints and rationalities. The call topics aim to enable participants to develop projects that aim for substantial impact in shaping smart urban futures.

5 Call topic 1: Concepts and strategies for smart urban transformation, growth and shrinkage Introduction While patterns of transformation, growth and shrinkage pose challenges to cities across Europe they also offer opportunities. The idea of the topic The projects should create a better understanding of the interplay between cities and their surrounding rural areas. Addressed are terms of land-use, transport, environment, energy, identify how transformation, growth and shrinkage dynamics can be exploited as an opportunity to revise spatial structures, decision processes and stakeholder cooperation and strengthen favorable practices towards better livelihoods and quality of life.

6 Call topic 2: New dynamics of public services Introduction The urban areas in Europe have seen a significant change in the structure and organisation of public service provision. The idea of the topic The projects should aim to understand users’ service needs and promote equal access to these services ensuring acceptability, fairness and equality in service provision. The projects will propose tools, actions, governance structures as new socio-technological methods that contribute to an optimal utilisation of the new dynamics in public services. Addressed are the potential of using “Open Data” for linking new public and private services to cities and citizens, pre-commercial procurement processes that enable new Private-Public (-People) solutions and corporate activities.

7 Call topic 3: Inclusive, vibrant and accessible urban communities Introduction New individual and community practices, new urban governance, businesses, infrastructures can support sustainable urban development and the peaceful integration of diverse communities. The idea of the topic New technologies, infrastructures, social developments and business models as new forms of interconnectivity across former divides. Addressed are co-creative urban planning, smart integrated urban development, development of new business models such as social entrepreneurship, crowdsourcing, new technologies to offer new forms of community self-organisation and to promote cohesion and political participation.
