4. 2014-15 Consolidated State Performance Report (CSPR)

5. 2014-15 Consolidated State Performance Report  The Consolidated State Performance Report (CSPR) is a tool used to drive program decisions. –Mandated for agencies using Title I, Neglected & Delinquent funds –U.S. Department of Education (USED) and the department examine the data annually –Share the data with your education staff  Data collection includes: –Student demographics and agency services –Student outcomes in academics, vocation, and transition –Student pre- and post-test results in reading language arts and math

CSPR Collects Student Outcomes  Grade level gains in reading and math  Public school grades for tutoring programs when students attend public school and the tutoring program does not utilize pre- and post-test  Earned high school credits  Enrolled in GED or HiSET program. –HiSET is another high school equivalency test offered in twelve states including Tennessee.

7. CSPR Collects Student Outcomes  Earned a GED, HiSET, or high school diploma  Enrolled in school district  Enrolled into post secondary education program  Enrolled in job training courses/program  Obtained employment

8. Tracking Students After Discharge  When agency policy permits, track students for 90 days after discharge to report additional outcomes: –Enrolled in their local district school –Earned high school course credits –Enrolled in a GED or HiSET program –Earned a GED, HiSET, or high school diploma –Enrolled into postsecondary education or in job training courses/ programs –Obtained employment

13. Survey to Generate Title I Neglected and Delinquent Funds for 2016-17

Survey Generates Title I Funds  The survey annually counts eligible children in neglected and delinquent facilities/agencies in order to provide the USED with accurate information to: –calculate Title I, Part A school district allocations authorized by the Elementary and Secondary Education Act (ESEA); and –determine the amount states have available for LEAs to operate local programs for at-risk children authorized by Title I, Part D, Subpart 2, ESEA.

ESEA §1432 Federal Definitions (A) Local institution for neglected children is a public or private residential facility, other than a foster home, that is operated for the care of children who have been committed to the institution or voluntarily placed in the institution under applicable State law, due to abandonment, neglect, or death of their parents or guardians. (B) Local institution for delinquent children is a public or private residential facility for the care of children who have been adjudicated to be delinquent.

17. Children in Eligible Agencies  The children and youth reside in treatment facilities, group homes, church group homes, orphanages, hospitals, and juvenile detention centers. –Majority of the children attend an onsite education program. –Many of the children are in DCS custody.

Does the Agency Serve Neglected or Delinquent?  Title I-A serves neglected, at-risk youth  Title I-D serves delinquent youth  Only one funding source can be generated through the survey.  Refer to the agency mission statement to determine the population being served (neglected or delinquent).  When the mission statement is not specific, examine: - Agency purpose - Type of population served - Next placement  If in doubt, contact Elizabeth.Roper@tn.govElizabeth.Roper@tn.gov

19. Counting Eligible Children  Count children age 5-17 who live in either a public or private agency that meets the federal definition in ESEA §1432.  Count children during a 30 consecutive day period.  The time period must include one day in October 2015.  The children must reside at the agency at least one day during the 30 day period.  Count the child only once during the 30 day period.  Do not count children living in an individual foster home (a person’s home) or children attending a community day program where the child goes home at night.

20. Summary of Survey Changes  Attach a copy of school license, agency license, and agency mission statement to the survey.  Only provide the number of children counted in the survey.  Keep the children’s names, date of birth, and ages on file at your agency. Added:  Name of the onsite school  Number of children attending onsite school  Identify the education program: tutoring program, private/non-public school, DCS contracted school, or other school  Orphanage included on institution identification  Institutional history - Is this the first time your institution is generating Title I funds? Yes/No

21. Distributing the Survey  TACF will distribute the survey to the agencies for the school districts that released their Title I, Neglected & Delinquent funds.  Liz Roper will email the survey to Bartlett City Schools, Shelby County, and Sevier County.

22. Completing the Survey  The survey generates federal funds and is subject to monitoring.  Completion of the survey is required to obtain funding.  Dec. 11th is the submission deadline.  Email the survey to Elizabeth.Roper@tn.govElizabeth.Roper@tn.gov  The department will contact agencies as needed to verify survey information.  For questions about the survey contact either your TACF Coordinator or Elizabeth.Roper@tn.govElizabeth.Roper@tn.gov
