2 Reputation promise/mission The Auditor-General of South Africa has a constitutional mandate and, as the Supreme Audit Institution (SAI) of South Africa, it exists to strengthen our country’s democracy by enabling oversight, accountability and governance in the public sector through auditing, thereby building public confidence.

3 Purpose of the presentation Annually oversight committees set aside time to focus on assessing the performance of departments. On completion of the process, portfolio committees are required to develop department-specific reports, namely budgetary review and recommendations reports (BRRR) which express the committee`s view on the department’s budget for recommendation to the National Treasury ahead of the following year`s budget period. Our role as the AGSA is to reflect on the audit work performed to assist the portfolio committee in its oversight role in assessing the performance of the departments taking into consideration the objective of the committee to produce a BRRR. 3

Overall audit outcomes – PSA and DPME Portfolio 5 Build capacity to assist government department to implement the the Corporate governance of information and communication technology policy framework Improve the quality of quarterly financial reporting through proper reviews of financial information by governance structures (internal audit) Appointment of a permanent information technology officer (the current incumbent is appointed on a contract basis) The DPSA should actively pursue the passing of the Public Administration and Management Bill to address the weaknesses of the current Public Service Act. The DPSA needs to create the capacity and systems to consolidate, monitor and analyse the audit outcomes of government to be able to identify and address weaknesses in current legislation, regulations and guidance. NYDA: Creditor payment period has decreased from the prior year but is still far above the standard payment terms as set out in the Financial Operations Policy, which requires creditors to be paid within 30 days. Root causes & Recommendations (top three) 9 Root causesRecommendation Slow response by management in addressing the root causes of poor audit outcomes Management must ensure that proper disciplinary steps are taken against employees for poor performance and transgressions and measures are put in place to recover any losses by the department. Performance agreements of senior staff should include measures that are linked to the audit outcome. Instability or vacancies in key positions Action plans should be compiled that are specific, measurable and time bound. Management should monitor progress made against action plan on a regular basis and where appropriate take action against employees Lack of consequences for poor performance and transgressions A less tolerant approach should be taken by all parties which will result in accountability being enforced and consequences for those who intentionally fail to comply with legislation. 2014-15 PFMA 9
