2. The objective of this submission is to help safeguard those affected by all forms of chemical poisoning, and to aid the correct diagnoses of chemical poisoning by identifying my own experiences.

3. Suffering from chemical poisoning, but misdiagnosed as mentally ill, it is not easy to escape the mental health regime.
For 18 months (a commercial pilot) I was held as a captive mental patient by the Official Solicitor of the Supreme Court. My medical records identified organophosphates.
Consultant Psychiatrist “Mr Lawrence’s interests must be protected”.
As a patient and subject to the Court of Protection, records identify solicitors and barristers elected not to inform the courts of my then status.
With acquired brain injury I was made homeless and evicted on to the streets whilst under the protection of the Official Solicitor of the Supreme Court.
My next of kin, Alistair Wilson FRCS Consultant Surgeon and Clinical Director at the Royal London Hospital together with other senior doctors were all deemed unsuitable to be my guardian.

5. My medical examinations aided by the British Airline Pilots Association (BALPA)

Mr. Lawrence is a former pilot; he has been heavily exposed to organophosphates.
Medicated to the extent that he lost mental capacity.
Official Solicitor of the Supreme Court acted as his Guardian, three Court of Protection medical certificates (CP3s) had been obtained but not registered with the Court of Protection.
For 18 months regarded as a mentally ill patient without access to the Court of Protection.
During this time considerable amounts of his assets went missing.

“I have conducted an extensive neurological examination. No doubt that he has a complex neurological condition. As you stated, he has a complex set of neural cognitive symptoms and dysfunction, weakness, unsteadiness, loss of balance and a series of autonomic manifestations. I also note that he had positive autoantibody tests these are good indicators of neuronal injury”.

6. Why are doctors in the United Kingdom failing to make diagnoses of chemical poisoning?
Health Protection Agency (HPA) was set up by the UK government Department of Health to protect the public from threats to their health 21 September 2011 the HPA advise they do not hold a single diagnosis of chronic organophosphate poisoning

I am sorry that we will not be able to accept you as a donor. This is because of your history of organophosphate poisoning that has left you with ongoing nervous system problems. 7. Getting the correct diagnoses and treatment
General Practitioner
Ask your GP to refer you to a neurologist because you are suspected to be suffering from a “subcortical dementia”.

Blood test by Professor Abou-Donia. Professor of Pharmacology and Cancer Biology and of Neurobiology
My Consultant Neurologist at The National Hospital for Neurology & Neurosurgery, Queens Square, London, after viewing the AOPIS CONTAMINATED AIR DVD, and Professor Abou-Donia’s blood report, orders neuropsychological testing which also supported an organic injury.
After reviewing a treatment plan which included B12 infusions I was then directed to Breakspear Hospital (environmental medicine) for treatment, aided by BALPA, The Royal British Legion and SAFFA.

8. Simpson Millar LLP Solicitors fail to take any action
Consultant Psychiatrists
Seven Consultant Psychiatrists had failed to view the AOPIS DVD AIRCRAFT AIR CONTAMINATION or to investigate an organic cause for Mr. Lawrence mental incapacity. The very same DVD was returned by Dr Royds Consultant Psychiatrist three years later unopened.
Dr J. Bird Consultant Neuropsychiatrist, Frenchay Hospital, Bristol failed to view the DVD, AOPIS Contaminated Air. When challenged, Dr Bird alleged to the General Medical Council (GMC) that he had viewed the DVD but sent proof to them that he had not. The GMC instigate Fitness to Practice investigation into Dr Bird.
Professor Michael Trimble Neuropsychiatry. A data protection request identifies that the GMC and Professor Trimble did not address Dr J. Birds’ (Consultant Neuropsychiatrist) failure to view the DVD AOPIS Contaminated Air.
Dr Susan Bradbury, Consultant Psychiatrist and now a Medical Director at Cygnet Healthcare appears to suggest that in my case I was lucky because the identification of my misdiagnoses of bi-polar was only due to me being seen by what Dr Bradbury refers to as a “super specialist” Professor Gordon Turnbull FRCP FRCPsych at Caprio Nightingale Hospital, London.
Dr Susan Bradbury destroyed the seal on the DVD saying there’s no proof now is there that Dr Royds (Cygnet Healthcare Godden Green) did not view the DVD. Dr Susan Bradbury now a Medical Director at Cygnet Healthcare in a sworn statement alleges no association with Cygnet Healthcare.

9. Professor Gordon Turnbull FRCP FRCPsych Adviser in Psychiatry to the United Kingdom Civil Aviation Authority and his psychologist did view the AOPIS DVD AIRCRAFT AIR CONTAMINATION and identified a psychiatric misdiagnoses

Professor Turnbull then addressed the physical, psychological and emotional components of medical misdiagnoses.
Professor Turnbull “I think it's very likely that we are pursuing the same problems but through a different line the psychological and behavioural line. There is a point where psychological issues meet up with physical issues ”
The DVD was produced in 2003 for the Australian Federation of Air Pilots (AFAP) to raise awareness into this issue on fumes on commercial aircraft and the associated health and flight safety effects

10. Official Solicitor of the Supreme Court decision not to safeguard a vulnerable adult with acquired brain injury from neurotoxins from exploitation and assault.
United Kingdom, Law Society, Solicitors Regulatory Authority FINAL REPORT 26 July “Issues raised by Mr Lawrence are significant and should be investigated and responded to on the basis that they indicate areas in which the legal system appears to have failed to sufficiently protect an extremely vulnerable adult”

Mr Richard Anelay QC. September 2010 a direct request for help to Mr Richard Anelay QC, a Judge of the High Court Family Division. Mr Anelay QC establishes in one week what the Bar Standards Board failed to establish in four years that Leonard Lawrence had been a patent subject to the Court of Protection.

11. A recovered patient is not entitled as of right to see all information in the possession of his or her former guardian ad litem (and solicitor instructed by such guardian ad litem) (Re E (Mental Health Patient) [1985] 1All ER 609)

His cognition is grossly intact
Dr Royds Consultant Psychiatrist Without a medical examination had issued to the Official Solicitor of the Supreme Court, a Court of Protection Medical Certificate CP3 that stated that within the meaning of the Mental Health Act 1983, Mr. Lawrence is incapable of managing and administrating his property and financial affairs. The existence of this Court of Protection medical certificate CP3 was not disclosed to District Judges, Circuit Judges and the Court of Protection.
If those exposed to chemical poisoning medical records are not being identified to the Courts could this also explain why the United Kingdom Health Protection Agency as of 21 September 2011 does not hold a single diagnosis of chronic organophosphate poisoning?

12. For Consideration – Why the Need For Secrecy?
16 August 2006 Lord Tyler asked Her Majesty’s Government: Whether they are aware of any payments made by British Aerospace Regional Aircraft Limited to Ansett Transport Industries Operations Limited and East West Airline Operations Limited, under an agreement dated 3rd September 1993, in connection with design flaws in the BAe 146 aircraft allowing contamination of cabin air by oil and other fumes; and, in light of that agreement, what steps they took at that time to ensure that regulations pertaining to cabin air quality were enforced. [HL7230]
Lord Davies of Oldham: In the time available neither the Department for Transport nor the CAA have traced any knowledge of any agreements between British Aerospace Regional Aircraft Limited and Ansett Transport Industries Operations Limited and East West Airline Operations Limited or payments made to those airlines in connection with alleged design flaws leading to contamination of cabin air.
13 August 2007 Australian Senate: Located the settlement agreement made on 3 September The existence of which had not been disclosed to Lord Tyler and the Australian Senate inquiry.
