4  The Lao People’s Democratic Republic is one of the countries, which has been affected by Criminal matter for a long time.  Over the past years, the Lao Police Force has been implementing counter-measures and initiatives for a police and community co-operation in fighting against transnational crimes.  Enhancement of international cooperation is also being undertaken in support of the resolution. 6  The Government of the Lao PDR has established Village Group Policing System and presently operational all over the country.  The challenge to the Lao Police and other law enforcement agencies is how to be successful on fight against criminal matters and associated with the use of the family and the community.  Further reinforcing the message that severe penalties within the bounce of the law must be imposed strictly and anyone caught on drug trafficking will suffer the consequences. Still continues to disturb the political stability, security and social economic development of the countries as well as of the region.  Therefore, all our Police Forces should strengthen their cooperation on exchanging of information, mutual assistance in order to improve the law enforcement capability for preventing and combating various crimes, and make our region become a real region of peace and security. 7  The government, specially the Ministry of Republic Security pays attention to the Village Group Policing because it is particularly important to prevent crimes in the grass root level. The Village Group Policing System has been established in early 2003, under direct supervision of District Police Head quarter.  Currently, The Village Group Policing has been expanding to all over the country, After it has been established we can notice that a number of criminals in the grass root level decrease because the local community cooperate with the police to protect their villages from all criminals and the police and public are under standing helping each other.

8  The role  The Village Group Policing are the people Police forces working under administrative management and direction of the District Police Head quarters.  The Village group policing plays role of socio – state protection deference of all suspects and illegal activities, with the aim of maintaining orders and security within the area of responsibility. The role and duties

9  Duties.  - To make a close follow – up of all situations relative to the security protection and the social order maintenance.  - To organize the control and management of house hold registration, to properly follow – up the precision of all family status and any other individuals residing in the families, to be able to categorize the number of combinable and particular households to include the occupation of each family member, to control the citizen movement, such as the increase and decrease in number, the number of people under temporary stay, temporary absence status or any changes within various families. In addition, they have to make a regular weekly, monthly, and annual report on such a matter.  - To make a surveillance on any suspicious people.  - To motivate the public to participate in the security maintenance.  - To make the solution on the activities related to all actions which are a giants the security and social order under their jurristictive arrears. The Village Group policing have to actively and timely take action once an incident occurs in their village.  - To carry out the work on the restrain or suppress the social evil crimes.  - To devise the plan for the on- guard protection, to control within their responsible areas for maintaining the security network.  - To conduct an investigation in to a crime perverse crime scene and giving a hand to the victims.  - Maintain a close coordination with other local authorities in order to work together in an efficient and well organized way based on the policy of the higher competent authorities. 14  The Lao PDR has always supported the endeavour of world community in prevention and combating against all kind of terrorist activities; therein, it has also supported the endeavour of the United Nations which has mobilized tasks in accordance with the U.N. Charters and the Resolutions of the U.N members. Security Council. In this respect, the Lao PDR as one of the U.N, has adopted the U.N. Security Council’s Resolutions No. 1373, 1377, and 1390; and has also adopted the Joint Declaration between ASEAN and EU, ASEAN-America related to the cooperation.  Regarding the accession of the international instruments, the Lao PDR has already become the parties to the international conventions on the countering terrorism in total 12 out of 16 international conventions.
