2 Federalism: a system of government in which a written constitution divides the powers of government between a national/federal government and smaller state/provincial governments

4 In the U.S., the federal government has four different sets of powers

5 Expressed An expressed power is a power given to the federal government by the Constitution

6 Implied An implied power is a power given to the federal government by the necessary and proper clause of the Constitution.

7 Inherent Inherent powers are powers the government has because the U.S. exists.

8 Reserved Reserved powers are powers given solely to the states

9 Supremacy Clause “This Constitution, and the Laws of the United States…shall be supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any state to the Contrary notwithstanding.”  Article VI, Section 2
