2 California Climate Initiative Dialogue Group Page 1 TCR Objectives  The Climate Registry –Common system for state, province and tribal GHG emissions reporting. –Accurate, complete, consistent, transparent, and verified set of data supported by a robust accounting and verification infrastructure. –All of North America.

3 California Climate Initiative Dialogue Group Page 2 Why TCR?  Regional registries were forming: –California Climate Action Registry. –Northeast states emissions registry. –Midwest states emissions registry.  Standardize best practices, avoid duplication, inconsistency.  Reduce costs for states and reporters.  Create a platform for a national reporting capability.

4 California Climate Initiative Dialogue Group Page 3 TCR Members  39 U.S. states.  4 Canadian provinces (all 13 have stated their intention to become members).  3 Indian tribes.  1 Mexican state.

5 California Climate Initiative Dialogue Group Page 4 TCR Organization  Board of Directors: member states, provinces, tribes.  Executive Committee.  Protocols and Programs Committee.  Finance & Development Committee.  Stakeholder Advisory Committee.  Executive Director.

6 California Climate Initiative Dialogue Group Page 5 TCR Activities  Reporting Protocol: Draft out for review.  Verification Protocol: Under development.  Software System: Under development.  Planned Launch Event: January 15, 2008.

8 California Climate Initiative Dialogue Group Page 7 TCR Stakeholder Engagement  Transparent, stakeholder driven process.  All activities and materials are public and subject to public comment.  Stakeholder Advisory Committee provides a sounding board for issues, ideas.
