US Fleet Forces US Marine Corps Forces ItemStatusFollow-on work Review force composition and the ALSS arrival date Force List Issue: BA13 TC exercise design is not linked with a specific AOR, therefore the GFM force allocation/assigned forces is unknown and as the combatant force list has changed throughout BA13 the LOGTF assets/CLFs have not been adjusted equitablely. EXCON will add one T-AO, Laramie, to BA13 Projected Force List as an COCOM JCS validated CLF presence for EASTCOM that will be theater (on BA13 scenario timeline) when LOGTF is established. Additional assets identified by the TLW as a requirement for CONOPS/LOGCONSUP will be submitted as an RFF via the BA13 SIPR CAS RFI Tool. TLW expected RFF is the JHSV. Review Medical Capabilities listed in Annex Q Exercise Design Issue: HSS “Golden Flight Hour” cannot be met based on the total flight time from point of injury to arrival at C-130 on TC airfield then ~1Hr 45min flight to Amethyst/ALSS. Thus, the commander assumes significant risk for a potential increase to LF deaths as a result of not providing immediate care. HSS CONOPS still has to be simulated in Joint Medical Planning Tool by NWDC. Content Issue: Since CFMCC OPORD Annexes to include “D” were being worked in parallel with Exercise Directive Part II: Logistics Overview some areas were listed as TBP (To Be Planned). OLW/CFMCC Medical Planners will submit an RFF via BA13 SIPR CAS RFI Tool to request a Hospital Ship. For Amethyst/ALSS capabilities all should refer to the Exercise Directive Part II: Logistics Overview. Review Amethyst / ALSS operational design The only known required change for Exercise Directive Part II: Logistics Overview Amethyst / ALSS capabilities is the MOG# (40 vice 30). EXCON is taking for action. Review training objectives (Seabasing/LOTS?) BA13 Objective: Demonstrate capabilities and potential for naval and joint force projection and sustainment from a Seabase…. US Fleet Forces US Marine Corps Forces Concept of HSS 11 PURPOSE: Provide health service support to sustain combat operations METHOD: We will accomplish this by providing direct and general health service support to the LF. We will primarily leverage the health service support capabilities of the ATF to provide Role II care from the seabase. By designating two LHDs as Primary Casualty Receiving and Treatment Ships (PCRTS) we can conduct 24-hour operations to expedite casualty treatment in order to support and sustain operations ashore. Depending on the phase of operations we will echelon an assortment of FRSS, STP, and ERCS capable of providing resuscitative care, temporary patient holding, and en-route care to support operations ashore. A Role II capability will establish ashore to support combat operations and postured to support SASO. A combination of sealift and airlift assets will be used to move patients through the successive Roles of care. From ashore, patients will be regulated by the Patient Evacuation Team and transported by lift of opportunity or designated aircraft to the PCRTS for Role II care. Using the connectors (JHSV) sealift will be the principal means of intra- theater patient movement from Role II to Role III care and airlift will be used for high priority movement of critical patients who are stabilized at a Role II facility and then transported to a Role III medical treatment facility for follow-on care.
