Definition & Selection of POP  How do you define POP?  Families who have very little or least means of production (Land, Labour, Capital)  What are the criterion to qualify as POP?  ASA policy on PoP has two fold strategy: A. Criterion for Area Selection keeping PoP in view -  Backward areas having degraded resources & dominance of small & marginal farmers, tribal and SC  Villages with degraded resources, low/lack of irrigation, facilities, remoteness  Low HDI

Criterion to qualify as PoP -  identification using Well Being Ranking (WBR) exercise  families with relatively less land and resources (means of production),  high dependency on wage employment / out migration  High indebtedness  Woman headed household with family liability and with all above characteristics

Schemes 2.2 (a) 100 % POPs are organised into the SHGs and other CBOs; and are credit linked 2.2 (b) at least 80% of the POPs have availed their entitlements from NREGS, PDS, etc. 2.2 (c) All POPs have received all critical trainings for skill up-gradation 2.2 (d) At least 30-40% of the POPs have acquired the key decision making position in the CBOs
