3 The Issue:  Airports Rely on the Airport Improvement Program (AIP) for Federal Funds  Federal Belt-Tightening May Cause a Shift to Passenger Facility Charges (PFCs) for Funding  PFCs are NOT subject to M/W/DBE Rules Bottom Line:  PFC Increases Should be Tied to Expansion of M/W/DBE Rules  We also need stronger local M/W/DBE programs The Airport M/W/DBE Program 3 Key: The M/W/DBE Program Supports the Local Communities!  Local Jobs and Supports Local Development  Supports a Fair and Even Playing Field  Supports an Environment where Business Has a Direct Stake in the Airport and the Community

4 How to Get this Done? 4 Create Grassroots Pressure Align Industry Allies Educate Drive Change

5 Call To Action 5 Educating Our Policymakers  Reach Out to Your Airport Officials!  Contact Your Member of Congress Locally! Messaging Points Supports Local Jobs Supports Local Development Supports Our Communities We Will Provide the Proper Contacts M/W/DBE Policies Rain Opportunity on the Community

6 Congress: How Things Stand 6 113 th Congress – 1 st Session  Government Shutdown  FY14 Budget Unclear  Sequestration Continues  Polarization on Funding and Revenue Continues 113 th Congress – 2 nd Session  Continued Debate on the Budget  Begin Looking at Next FAA Reauthorization (Expires September 30, 2015)  The Debate on the Budget and FAA Reauthorization could Provide Openings

7 In Summary 7 Engage with officials locally!  Airport and local officials.  Congressional representatives’ district offices. Continue to push for strong M/W/DBE programs!  Create local jobs and opportunities.  Ensures businesses are stakeholders in the community.  Strengthens local economies.
