22 UAS Draft Policy Discussion

23 Purpose: Initial meeting to discuss draft policy regarding the use of UAS’s (Unmanned Aircraft Systems). Review of federal policy/guidelines, proposed state regulations, and past issues regarding use of UAS’s in the region.

24 UAS Draft Policy Discussion Goals: Develop a Draft Policy on utilizing UAS’s within Snohomish County. Have UAS Draft Policy reviewed by County Prosecutor's Office. Ensure County Executive, County Council and the Sheriff are made aware of UAS Draft Policy progress. Seek Public input to UAS Draft Policy. No purchase of UAS prior to approval of county-wide policy.

25 UAS Terminology Drone: (earliest term) (= “target” for Air Force) RPV: Remotely Piloted Vehicle (25 yrs ago) RPA: Remotely Piloted Aircraft (Air Force) ROA: Remotely Operated Aircraft (NASA) UAV: Unmanned Aerial Vehicle (1980’s) UAS: Unmanned Aircraft Systems (recent & now used by the FAA) COA: FAA “Certificate of Authorization”

26 UAS Categories Hobbyists Operate under FAA Model Aircraft guidelines (below 400 feet, 3 miles from an airport, away from populated areas). They do not need a COA or pilot training. Public Law 112-95, Sec 336 Civil (Commercial Operators) Civil/Commercial operations are only authorized on a case-by-case basis. A commercial flight requires a certified aircraft, a licensed pilot and operating approval. COA is required. Public (Government Operators) Public entities (federal, state and local governments, and public universities) may apply for a Certificate of Waiver or Authorization (COA) to operate a UAS. Follow procedures outlined in FAA Notice: N JO 7210.873

27 UAS Lessons Learned Seattle Police Department Purchased two Draganflyer’s through Dept of Homeland Security funds. ($82,000 in 2010) Did not have UAS policy in place prior to purchase. Conducted Public Demonstration of UAS. (one to go to King County Sheriff) Public strongly voiced objections to the UAS. Mayor shut the program down. (Feb 2013) King County turned in UAS back to SPD. Both UAS transferred to Los Angles PD. (May 2014) Public voicing objections to utilizing UAS in LA. (July 2014) Both UAS transferred to custody of Inspector General (Sept 2014) LA City Council directs LAPD to develop UAS policy (Oct 2014)
