2 Organizational Overview  Purpose: Improve operational efficiency, quality and effectiveness through intergovernmental performance measurement and benchmarking  Established 2004  44 local government members  Governance and support  Board of Directors  Committees  University of Central Florida faculty, staff and graduate students

The FBC utilizes the service efforts & accomplishment (SEA) reporting framework of the Governmental Accounting Standards Board (GASB):  Outputs – quantity of service or product produced  Quality – of the service or product produced  Outcome – the results, accomplishments, impacts

5 What is Benchmarking? Definition of “Benchmarking”  Comparing your performance to other similar governments, programs or services.
