13 BUILDING BACKGROUND CON’T A New Coat for Anna takes place in Europe following World War II, when money, food, and clothing were scarce. Many houses, businesses, and services were destroyed by bombing. These things were not restored to normal until years after the war had ended. A New Coat for Anna is based on a true story told to the author by a friend. In the dedication of the book, Harriet Ziefert writes about her friend, who as a child “waited many months for a new coat and who showed it to me some twenty-five years later,” and about the friend’s mother, “who at the start of it all had nothing - save persistence and determination - and who in the end fashioned a beautiful gift.”
