8 NHO believes in  A strong and influential private sector  A state which limits its industrial policies and legislation to what’s necessary to stimulate business development  Tripartism (state + the social partners)  Bipartism: Trade unions and employers organisations being able to cooperate on a broad basis, including taking responsibility for wage settlements at various levels

9 The Norwegian IR is characterised by  More than 100 years of cooperation between management and labour  Strong social partner organisations, independent from any political interference but with political preferences…  Forms of cooperation defined by the social partners, not by the state  A well established tripartite cooperation

10 Characteristics for Industrial Relations in Norway  Law regulations and employment conditions  No minimum wages  Regulated; holiday entitlements, minimum pension, sick leave, maternity leave  Government policy is to leave as much as possible to the labour market parties  The role of Trade Unions  Freedom for all to unionize or to stay outside  Free and independent trade unions  No political interference, but clearly a political preference (LO)  Strong local independency for the shop stewards  Majority of all rights are limited to the shop stewards  Trade Union representatives have no formal right to interfere with local practices as long the practice is in accordance with the ruling Branch agreement

11 EEA Fund, NHO’s approach  The beneficiary state is to decide what is important  Limited resources for project involvement in NHO  No capacity for being responsible for a project, will not apply for funding  Might be a bipartner  Is to be assesed and considered by NHO if we are wanted as a bipartner  The presence of Norwegian (member)companies will be of importance 11
