13 Republic of Croatia Ministry of Environmental Protection, Physical Planning and Construction Applications under Priority Axes 1 Measure 1.1- Establishment of new waste management centres at county/ regional levels 3 Major Projects in Waste Sector: Marišćina Waste Management Centre of the County Primorje - Gorski Kotar – application resubmitted in September 2008 Kaštijun Waste Management Centre for the County of Istria – application is about to be resubmitted in December 2008 Lećevica Waste Management Centre for the County of Split – Dalmatia – application will be resubmitted in 2009

Establishment of modern water supply systems and networks Measure 2.2 Construction of WWTP for domestic and industrial wastewaters and upgrading of sewerage network 2 Projects in Water Supply & Wastewater Sector: Slavonski Brod – application resubmitted in September 2008 Knin-Drniš - the project has to be split into one major project + one minor project

16 Republic of Croatia Ministry of Environmental Protection, Physical Planning and Construction Experience with IPA (2) Difficulties: – Project maturity: Project preparation started 10 years ago – different demands Adjustment of project documentation to recent legal framework (EIA, project design…) Different bodies responsible for issuing different permits (local, national) – quality? Inconsistencies between National and County waste management plan – quality of input data Land ownership problem

17 Republic of Croatia Ministry of Environmental Protection, Physical Planning and Construction Experience with IPA (3) - poor input – poor output: feasibility study - inconsistent, does not prove the sustainability of the described system – project immature Feasibility study needs to be revised Do not merge major and minor project (< 10 mil) – define the objective better - Lack of Capacity and professional experience for the project preparation and project appraisal: final recipients, consultants / national authorities
