2 ©Railinc 2010 All Rights Reserved Car Hire Rules 7 and 8 January 1, 2011 new Car Hire Rules 7 and 8 became active The updated rules eliminate the need to create reclaims for rules 7 and 8 The rules reference special road marks that will be used to show car hire with the equipment owner or that the equipment is to be dismantled –DSP7,DVR7,DSP8,SHP7,SHP8 and DEAD 2

This can occur by an interchange reported showing “SHOP” in the “to road” or the equipment is reported on-hand through DDCTS. o DEAD -- Equipment owner’s account The equipment owner decides to dismantle the equipment. All events after will be marked with LCS Code “X” for inactive. If the equipment was approved for dismantle, but the equipment was not dismantled and returned to service, please contact the Railinc Customer Support Center. 4

This can occur by an interchange reported showing “SHOP” in the “to road” or the equipment is reported on-hand through DDCTS. o DEAD -- Equipment owner’s account The equipment owner decides to dismantle the equipment. All events after will be marked with LCS Code “X” for inactive. 6 ©Railinc 2010 All Rights Reserved DDCT Interaction with LCS and ER When an incident is created in DDCT, a TRAIN10 message will be sent to the Event Repository (ER) The TRAIN10 message will flag the equipment to be evaluated by DDCT LCS and LCS will not be evaluating the equipment Once DDCT LCS is turned on, TRAIN10 messages sent to the ER from DDCT will be evaluated and GAP records will be created using the special road marks 6

7 ©Railinc 2010 All Rights Reserved LCS Messaging TRAIN61, TRAIN62, TRAIN63 and TRAIN69 messages will be created to show car hire in either a railroad’s account or the equipment owner’s account The DDCT special road marks will be sent in the “To Road” or “From Road” fields in the TRAIN message There has been no change to the format of the TRAIN messages 7

12 ©Railinc 2010 All Rights Reserved Shops and DDCT LCS For car moving under a DDCT Incident it can be reported at a Shop in multiple ways –Railroad can report an interchange event to SHOP –Repair Shop can mark the car on-hand through DDCT system The DDCT LCS system works on a first come first serve logic, unless both are reported with 120 hours If Both are reported with 120 hours the reporting from DDCT system will be used 12

13 ©Railinc 2010 All Rights Reserved Interchange to SHOP Reported If a Railroad reports an interchange to SHOP with no on-hand reporting from DDCT system within 120 hours –The interchange to SHOP will be used for DDCT LCS and liability will be moved to SHP7 or SHP8 –If on-hand is reported through DDCT system it will be marked as “X” If a Railroad reports an interchange to SHOP and an on-hand reporting from DDCT system is reported with 120 hours –The interchange will be marked as “I” –The On-Hand reporting from DDCT system will be used for DDCT LCS and liability will be moved to SHP7 or SHP8 13

14 ©Railinc 2010 All Rights Reserved Repair Shop marks Car On-Hand through DDCT On-Hand reporting's by the repair shop from DDCT system will always be used for DDCT LCS to move liability to SHP7 or SHP8 UNLESS: –An interchange to SHOP reported by a Railroad has been evaluated by DDCT LCS and liability has already been moved to SHP7 or SHP8 –If this occurs the On-Hand reporting will not be used by DDCT LCS 14

15 ©Railinc 2010 All Rights Reserved System Enhancements For 2011 Currently once a car has been placed to DEAD the only way that the car can be evaluated by LCS is by a database update –The enhancement will look at load/empty status and if the status changes twice we will return the car to LCS processing This change was requested during the project, but due to time restrictions could not be completed in 2010 15
