Washington’s Presidency G.W. was unanimously chosen as president. John Adams – 2 nd most votes, became V.P. – G.W. creates a cabinet: Henry Knox – Sec. of War Alexander Hamilton – Sec. of Treasury Thomas Jefferson – Sec. of State Edmund Randolph – Attorney General

Problems in Gov. G.W. and John Adams did not work closely together. Hamilton and Jefferson thought the gov. should be ran in two different ways. Different views on the Constitution. LOOSE VS. STRICT reading of the Constitution.

Washington’s Problems Judiciary Act of 1789 – setup federal courts and the Supreme Court John Jay was 1 st Supreme Court Justice. National Debt – had to repay war loans, pay Americans for help, pay soldiers.

Hamilton’s Plan HAMILTON’S PLAN (laissez – faire) 1. Create national bank – make loans for gov. 2. pay back all war loans – created bonds – did not work. 3. New Taxes – tariff on imported goods – stimulate AMERICAN economy – make self sufficient. Created taxes on certain goods – whiskey 4. Pay of state war debts – SOUTH did not like – had to pay taxes to help the north pay off war debt.

Debating National Bank Strict or loose interpretation of constitution. Elastic Clause – expanded power which is necessary and proper. Jefferson – wanted small gov. and huge state rights. Bank of U.S. was created in 1791.

The Whiskey Rebellion Farmers were upset with tax on whiskey, this was money to them. Farmers attacked tax collectors, etc. Washington needed to make a statement that the gov. was strong. Sent militia to put down the farmers. Farmers scattered = people realized the national gov. was very strong.
