2. Have you ever conducted in the context of your activity, studies or impact assessment and evaluation? Although we have conducted several project evaluations and lessons learned, we did not conduct specific impact evaluation. During my work with HI ME we conduct ex-post external evaluation targeting the project “Access to services and empowerment of Persons with Disabilities for inclusive development in Jordan” part of this evaluation were to assess the impact and overall past performance of the project. 3. What are, according to you, HI’s challenges in terms of impact assessment and evaluation? Requirements of the donors: Using summative evaluation at the end of the project rather than participatory formative evaluation. Availability of fund to conduct non projectized evaluation covers HI as a program Nature and focus of work: HI are involved more than ever at macro level actions and multistakeholder arena where measuring impact are more complicated than direct services provision at micro level Timing of evaluation and detect when we should expect impact Methodological: Absent of clear guidelines and tools for measurable impact including indicators of impact TOR/ contractual incompleteness in case of external evaluation.
