3. Pre-Summit Training Session Introduction to the Model ASEAN Summit Brief participants on their roles during the Summit Give participants a glimpse of the Summit workings

6. Committees The 7 th MAS consists of 6 committees: + Economics + Environment + Human Rights + Peace & Security + Special + Press Team 1 - 2 delegates per committee

7. Role of Delegates Role-play as national diplomats and debate about issues pertaining to ASEAN What’s Needed? -Declaration -A clear stance on the issue What to expect? -Lobbying for support for your ideas -Debate and discussion on declarations

8. Role of Delegates As you will be speaking for the country you represent, it is important that you know your country’s stance on the issue at hand. Use the Internet to conduct background research on your country so that you can act in your country’s best interest. In the course of debate, remain diplomatic and sensitive when discussing transnational issues which different countries have different stances on. Always, always, always follow protocol.

9. Role of Press Team Press Members will conduct interviews and write articles to be published Articles will be published in the Press Release on the 4 th & 5 th day Participate actively in the Press Conference by asking questions to the delegates! Take photos of ‘interesting’ happenings to be shown during Press Conferences!

10. Role of Press Team Members of the Press Team should be observant to details and speeches made by delegates. Remain courteous and sensitive when interviewing delegates. Probe, but don’t over probe.

11. Lobbying The time for dialogue and interaction between delegates to formulate ideas It is also a good time for delegates to garner support for their declaration It can be used to find potential allies; forming blocs and alliances

14. Speech by Delegates A Speaker’s List will be opened prior to the session for you to sign your name; you will be speaking in that order on the list The main idea is to show your country’s stand on the various issues stated in the agenda Each speech will be limited to approximately 2 minutes No formal documents are needed in the retreat so delegates can discuss about anything related to the agenda

15. Speech by Delegates Rally support from other members so that consensus can be achieved. Share your country’s stances so that possible contentions can be sorted out Ultimately, the end product is a declaration that will answer the issue at hand. Work towards it. During speeches, always remember to speak from the ‘third person’ E.g. use “ This delegate of Thailand feels that…” instead of “ I feel that…”

16. Comments Comments, also called points of information, will be allowed after every speech in order: Speakers will be given a chance to respond to each comment. To clarify doubts To Rebut the preceding speaker To voice your support or dissent

17. Informal Dialogue Informal dialogue is a period whereby delegates can walk around the discussion room freely and speak with other delegates on the issues at hand. It is very useful for formulation of ideas and also be more constructive, especially when the debate is going nowhere. Helps delegates to understand one another’s stand clearly.

Informal Dialogue Informal dialogue has to be proposed by delegates Delegates have to take the initiative to do so when a particular issue continually fails to reach consensus or an issue is hitting brick walls Request must be accompanied by rationale and time span of the informal dialogue “ This delegate of Thailand would like to request for 5 minutes of informal dialogue to finalize our discussions on the sovereignty of the Spratly Islands”

19. Work-Group & Director-General The main levels of debate Debating upon a Declaration for a topic Voice support for Declaration, or against Amendments can be made to the Declaration

20. What’s a Declaration? A 2 page long paper that highlights steps that ASEAN nations will undertake to address issues at hand. Should contain realistic and comprehensive steps to solve problems. Economic Committee- Global Financial Crisis Policies that will help ASEAN work together to address problems brought about by Global Financial Crisis. What are some of the steps? For example, countries can reduce taxes levied on goods from other ASEAN countries.

21. What’s an Amendment? Amendments are changes to a resolution that are proposed by delegates. They can be used in 3 ways: They are meant to make a Declaration better and acceptable for all nations so that a consensus can be achieved. Needs consensus to pass. To slash clauses To insert new clauses To change words on an existing clause

23. Senior-Official Level At the end of the WG and DG levels, Declarations that are passed successfully will be introduced in the Senior Official Level. 24. Voting Procedures Voting procedures at the end of the debate Declarations passed here will be signed at Ministerial Meeting Consensus MUST be achieved by this level.

25. Ministerial Meeting A short signing ceremony All ministers of foreign affairs will sign the declarations as presented to them by the directors After the Ministerial Meeting will be the ASEAN Summit, which will take place on the 4 th and 5 th day

26. The ASEAN Summit A signing ceremony where Heads of States sign on the passed Declarations A Press Conference will be held on the 4 th & 5 th, during the ASEAN Summit Drafting of a Joint Declaration & Discussion of issues on next session’s agenda.

27. Final Reminders At all times, work and act in spirit of ASEAN’s policy of non-interference as well as in the capacity of a nation’s diplomat
