5. Cumbria Affordable Warmth Project 2010-13 Project Drivers The Institute for Public Policy Research said that 36,000 people died in the winter of 2008 - 2009 as a result of fuel poverty, which was a rise of 49% from the previous winter.

6. Cumbria Affordable Warmth Project 2010-13 Project Drivers Many people who are in fuel poverty feel the only way that can reduce their winter energy bills is by stopping heating their homes. This has major health implications, and will have been the major factor in relation to excess winter deaths in 2008-2009.
