3 3 Retirement of MPTQM The MPTQM Program was an excellent program that ensured mailers followed sound processes Moving forward the USPS will NO longer have the resources to continue to audit MPTQM mailer to ensure The USPS would like to explore the possibility of a new certification program that it can support without sending analysts on site to audit Option #1 Retire MPTQM without a replacement program Option #2 Replace MPTQM Full Service Certification program with intention of expanding it to cover seamless activities Easily monitor mailers based on set criteria Mailer Scorecard – Valid MIDs, STIDs, CSAs, By/For, Entry Facility etc. Paperless

4 4 Potential Benefits Existing MPTQM Program  Marketing - Official USPS Seal of Quality, Listed on USPS website, promoted as excellent mailers by USPS  Government - Only mailers who held this certification were able to bid on certain government contracts Other Potential Advantages  Certified mailers would not be audited on site  Confidence that mailer will provide quality mail  Simpler application process Benefits requested by the industry  An extra cash discount at the end of the year  Ability for a re-work in the rare occurrence errors occur  With excellent performance, mailer would be credited in an account that would be used to pay for USPS postage adjustments

8 8 The MPTQM Program monitored a quality process. Moving forward the USPS would like to monitor final results. Simple process to apply which would involve the mailer indicating to the USPS they would like their results measured. If the mailer met certain performance based criteria, would then receive certification from the USPS Current Mail Anywhere as BASELINE requirements for group discussion: Open to authorized mailers (Mail.dat and Mail.XML) who have passed TEM and Full-Service authorization Mailers must demonstrate that they meet Full-Service requirements as defined in the Guide to Intelligent Mail for Letters & Flats and that they are in compliance for the last 30 days of their eDoc submission, and do not exceed a 2% error threshold for the below categories:  Accurate OCI file for copal  Valid MID and STID in barcodes  Accurate By/For information (MID, CRID)  Valid entry facility  Valid First-Class mail separations per CSA  Accurate ship dates
