2 Key Messages / Recommendations Growth: Inevitable, but adverse effects are not. Automobile:  safety/mobility,  impacts. Road Capacity: Need more -- and this doesn’t just mean pouring concrete. Public Transit: Essential, must be improved. Mobility: Automobile and transit both essential. Technology: Will continue to improve mobility, reduce the costs/impacts of travel. Leadership: Need consensus / “champions”. Money: Do more with current $, provide more.

3 Five Key Areas 1. Maintain, improve, and expand the highway and road system. 2.Improve automobile-based mobility. 3.Provide attractive and viable options to the automobile. 4.Improve California’s transportation planning and decision-making processes. 5.Establish and maintain adequate and reliable funding for transportation.

4 Increase Real and Effective Road Capacity - new capacity, more effective use, limit increase in demand Increase Safety and Maintenance Efforts - more R&D, alleviate disruption, distribute impacts Manage Roads Better - TMC’s, condition detection, improve enforcement and incident management, security The Roads

5 The Automobile Dominates mobility - meets most needs better than other modes Continue to reduce energy use and emissions Can be made safer, smarter, and more reliable Role in current and future growth and development must be better defined

6 Alternatives to the Automobile Public Transit Shared-Use Vehicles Non-motorized Special Mobility Needs Alternatives to Making Trips Public Transit Shared-Use Vehicles Non-motorized Special Mobility Needs Alternatives to Making Trips Alternatives to the Automobile

7 The Process Revise the state’s planning process to improve - Regular “needs” assessments Performance measurements and benchmarks Cost reduction efforts Environmental streamlining Coordination across jurisdictions Public education and involvement

8 (Funding title shot) Funding Provide more resources for transportation Assure that those resources are provided and used... efficiently effectively equitably

9 Recommended Funding Maintain the motor vehicle fuel tax as the cornerstone of transportation funding Allocate more federal funds to California Reduce 2/3 vote requirement for local transportation sales taxes Wider use of bonds Transfer general funds

10 Funding to Evaluate Evaluate the adequacy of fuel tax levels Evaluate whether alternative fuel vehicles are paying a fair share Re-evaluate appropriateness, structure of tolls Evaluate weight, distance, and configuration based truck taxation system

11 Funding to Evaluate (cont’d) Conduct research and demonstration projects on direct road-use pricing Fixed fee in lieu of Vehicle License Fee Expanded beneficiary payments
