1 Fraud and corruption prevention on-line tools and techniques Dr Robert Lang Chief Executive Officer

2 Background In 2003 the Foreshore Authority commenced a program of using on-line tools to assist in fraud and corruption prevention measures by: raising awareness; improving management; enhancing implementation; improving monitoring; and improving reporting.

3 On-line technologies Innovative and cost effective. Centrally manage resources across multiple sites. Ensure consistency and ease of access to staff. Automatic cross-checking.

4 On-line access to Resources The Authority’s intranet contains a resource centre where all policies, procedures and guidelines can be searched and accessed. Electronic documents contain links to other relevant information and Government websites.

5 On-line access to fraud and corruption resources

6 On-line gift and benefit register Enables employees to enter details of gifts and benefits. Based on the gift and benefit flowchart developed by ICAC. Contains automated workflows with sound reporting and audit trail.

7 On-line Gift and Benefits Register

8 On-line Declaration of Interests Employees can report perceived or actual conflicts of interest. Automatically forwarded for assessment and further action if required.

9 On-line procurement system Developed in-house to meet procurement requirements. Complies with NSW Government Procurement guidelines. Integrated with financial management system and delegations. Allows detailed reporting on transactions and exceptions.

11 Pop-up alerts and on-line policies To assist with raising awareness of fraud and corruption prevention initiatives, pop-up messages and images appear when accessing the corporate intranet. Fraud and Corruption prevention and reporting. Key fraud and corruption policies and updates. Staff must electronically accept the policy.

14 Third party on-line tools The Authority uses a number of proprietary tools developed by the Authority’s internal auditors Deloitte to complement in-house measures. Dtect monitors transactions in the financial management system. Dtermine, was used by the Authority to deploy the NSW Audit Office’s Fraud Health Check Survey.

15 Ethics workshops Ethics workshops are conducted for all staff on a regular basis and are available to both new and existing employees. The on-line initiatives are designed to complement these. The workshops are designed to raise employee awareness of fraud and corruption prevention initiatives in the Authority, including education about the Code of Conduct and expected behaviour. The workshops include role-plays of hypothetical conflict of interest situations.

16 Benefits of on-line tools Increased awareness. More easily manage and monitor its fraud and corruption measures. Reduced administrative overheads associated with keeping records on fraud and corruption. Easily accessible audit trail. Automatically check and identify activities that may warrant further investigation for fraud or corruption. Centrally manage the dissemination and control version of documents more effectively and efficiently.
