Laziness and expense to dispose of things properly Doesn’t cost dumpers much Nobody gets caught Dumpers are very difficult to identify – need a lot of evidence They don’t care about the consequences for the environment and Council

ZWSA Illegal Dumping Prevention Grants to provide financial assistance for local government and charitable organisations to implement effective measures to prevent illegal dumping in targeted ‘hot spot’ areas. 2007/2008 $58,856 across 9 projects ($100,000 allocated) 2008/2009 $49,590 across 7 projects ($80,000 allocated)

10 Where to from here…? Zero Waste SA with key stakeholders (EPA,KESAB, Illegal Dumping Working Group) to determine best way to assist Local Government and Charitable organisations in Illegal Dumping Prevention. Hard look at what we actually want (decreased amount if illegal dumping), how we are going to get there, what time and resources we are going to invest in prevention? Focus on actually catching offenders (not just empty threats on signs) Need to capture data to accurately determine costs hot spots trends best combination of prevention methods

Participants include; ZWSA KESAB LGA EPA City of Port Adelaide Enfield City of Tea Tree Gully, City of Playford City of Onkaparinga, District Council of Mallala District Council of Grant

13 Illegal Dumping Outcomes thus far 2007/2008; Resident and business attitudinal survey 2008 Local Council Survey on illegal dumping Recognised the lack of data available – ZEUS database Trials are in place in 6 council areas including - Signage - Brochure - Surveillance cameras - Crime Tape Program - Education – media articles - Barriers, fencing and lighting On-line Toolkit
