New Brunswick Energy Policy Overview June 23, 2015

Energy Policy: Background The Commission on Hydraulic Fracturing determined it prudent to review the current NB Energy Policy in the context of Oil & Natural Gas Development. The most recent NB Energy Policy was put into place in October 2011. It was the result of the 2010 NB Energy Commission’s recommendation, following an extensive review and consultation with the public and other stakeholders. The Policy was referred to as the NB Energy Blueprint and contained the following objectives:

NB Energy Blueprint: Key Energy Objectives Low and Stable Energy Prices Energy Security Reliability of the Electrical System Environmental Responsibility Effective Regulation The Energy Blueprint contained 20 key Action Items which were completed by 2014. These action items were in the areas of electricity, energy efficiency, First Nations engagement, and economic development. Note: There was no reference to the development of NB’s Oil & Natural Gas resource in this document; however, an Oil & Natural Gas Blueprint did follow in May 2013.

NB Oil & Natural Gas Blueprint: Key Objectives Environmental Responsibility Effective Regulation and Enforcement Community Relations First Nations Engagement Stability of Supply Economic Development Note: A list of 16 Action Items under 4 categories also formed part of the ONG Blueprint.

Energy Policy Current Government The NB government is continuing to work closely with NB Power to fulfill the following commitments: By 2020, 40 % of NB Power’s in-province electricity sales will come from renewable energy; By 2020, 75% of NB Power’s electricity sales will be sourced from non-GHG emitting sources (renewables and nuclear); Renewable sources of electricity will include: Wind, biomass, tidal, solar, small hydro, landfill gas, etc.

Energy Policy Current Government Current government policy as it relates to oil & gas development is reflected as follows: to continue a moratorium on hydraulic fracturing until such time as 5 conditions are met, task a 3 person Commission to study hydraulic fracturing as it relates to the 5 conditions & report its evidence based findings back to government, following which, a policy on oil & gas development may follow the review of the Commission’s findings.
