4. Project Rationale In 2009 : Ministry of Education introduced All Russia Unified State Examination in Foreign Languages (EGE) for secondary school students. Secondary school teachers in Russia have no special training on testing and assessment and university trainees have not been prepared in the area either.

5. Context: Tensions in ELT ELT aims, content and methods have changed over the past 20 years but the innovations have not been reflected in testing and assessement which has largely remained the same.
