3 Graph 2: Linking HR reports to country analysis “ In 2011, the SR on the right to health noted that the health sector was severely under- resourced and concentrated in urban areas. He also observed the substantial inequalities in the enjoyment of the right to health for indigenous peoples. He recommended, inter alia, a comprehensive health strategy for indigenous peoples and increased investments to improve quality and accessibility to health care facilities and services in rural communities. CRC, CEDAW, and CERD made similar recommendations.” “ The HC and the UNCT noted that women still faced difficulties in gaining access to comprehensive sexual and reproductive health services. The HC was concerned at the large number of pregnancies among girls between 10 and 14 years old, mainly resulting from sexual domestic violence and a lack of access to sex education. The SR on the right to health recommended, inter alia, building the capacity of traditional midwives along with health-care professionals, and improving information and counseling on contraception within the public health care system. CEDAW and CERD made similar recommendations. CRC also recommended ensuring the entry into force of the Act on Universal and Equitable Access to Family Planning Services and its integration in the national reproductive health programme.” UPR background reports The UPR background reports identifies the following documents as sources to find the HR recommendations made to the country in relation to the right to health: Report of the SR on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health on the mission to the country Concluding observations of the Committee on the Rights of the Child of the country review Concluding observations of the Committee on the Elimination of Discrimination against Women of the country review Concluding observations of the Committee on the Elimination of Racial Discrimination of the country review Report of the United Nations High Commissioner for Human Rights on the activities of her office in the country UNCT Submission to the Universal Periodic Review Outcome of the Universal Periodic Review of the country Other HR reports to consult General Comment No. 14 on the Right to Health of the Committee on Economic, Social and Cultural Rights UN Study on violence against children UNDG Guidelines on Indigenous Peoples’ Issues Recommendations of the Expert Group Meeting on Application of Human Rights to Reproductive and Sexual Health, OHCHR/UNFPA OHCHR report on the right of the child to the enjoyment of the highest attainable standard of health OHCHR report on preventable maternal mortality and morbidity and human rights Human Rights and Gender Equality in Health Sector Strategies: How to Assess Policy Coherence OHCHR/WHO/SIDA.
