6 Slide 6 CMP Roadway Network Update Option 1 - Re-evaluating 30,000 ADT threshold New roadways that meet 30,000 ADT –Figures 4-7 –Table 2 If option 1 is approved, the new roadways will be verified with actual counts before adding them to CMP network

7 Slide 7 CMP Roadway Network Update Option 2 – Develop two –tiered roadway network based on Qualitative Criteria Major thoroughfares, whose primary function is to link districts within an Alameda County jurisdiction and to distribute traffic from and to the freeways Routes of jurisdiction-wide significance with varying capacity that are not on the existing CMP network Streets that experience significant conflicts between auto traffic and transit service If approved, new roadways meeting this criteria will be identified in coordination with jurisdictions.

8 Slide 8 CMP Roadway Network Update Recommendations for Roadway Network –Approval of Option 1 or Option 2. Revised list of CMP roadways will be presented in May. –Identify new roadways meeting the approved criteria – every four years. –Adopt a policy for giving funding priority at the discretion of the local jurisdictions to improve the identified deficient segments. A policy will be developed and brought to the Committees in June.

9 Slide 9 Multimodal LOS Standards Update Background –2009 CMP directs exploring using multi- modal LOS standards in the 2011 update –CMP LOS Standards use in CMP LOS Monitoring requirement – auto based LOS and recent HCM or methodology consistent with HCM CMP Land Use Analysis Program –2010 HCM is not released yet

10 Slide 10 Multimodal LOS Standards Update Since 2010 HCM is not released yet, explore using it in 2013 CMP Update –LOS Monitoring – roadway standards –Land Use Analysis Program – multi-modal roadway standards Revise NOP response template to reflect –the current increased focus on land use and transportation connection –multi-modal performance of the countywide transportation system while assessing land use impacts Begin exploring the option for moving towards using a new Automobile Trips Generated (ATG) measure similar to SFCTA’s CMP element –first step could be Feasibility Study as part of 2013 CMP Update
