Integrated Land and Resource Registry Integrated Land Management Bureau

Difficult access to information and limited information sharing. Duplicate data entry and numerous versions of data created by individual agencies to meet their own needs. No spatial information for location of private land. No single authoritative source. Goal: Effective management of 95 million hectares (235 million acres) of land and water on behalf of all British Columbians. Numerous information silos managed by dozens of agencies Historically:

A web based single, legal register of rights and interests on Crown and private land Plus information on private land, survey fabric (cadastre) administrative boundaries, grids, base maps Over 260 interests on land from 19 Interest Granting Agencies across a minimum of 8 government ministries are made available via acquirers from 12 source systems 30,000 interest updates per week, based on: 8,000+ new Land Act tenures per year 28,000+ new Forest Act tenures per year 4,000+ new Water Act tenures per year 16,000+ new Mineral Act tenures per year ILRR contains nearly 1,000,000 interest records The ILRR Provides:

We’ve selected one parameter, Location. Users can choose one all parameters to modify depending on the specific information they wish to query. When you have selected all the parameters you want “SUBMIT”

Users can then save the query.

In “My Queries and Notifications” users can create a notification

Manage Queries and Notifications In this section the following functionality is supported: –View query details –Copy a query –Modify a query –Delete a query –Create a Notification –Modify a Notification –Cancel a Notification –Receive a Notification

Creating/Modifying a Notification The Create Notification function identifies a saved query that ILRR will monitor for any changes that occur within the record set defined by the query When a change occurs, ILRR will automatically inform you via an email for each change that has occurred (based on the notification parameters) Before a notification is created 4 conditions must be met: –Current user must be the creator of the query –Query must have a run date –Query run time must not exceed maximum runtime allowed (60 seconds)

Receiving a Notification The user will receive a notification of change when one or more of the following conditions are met: –New request or interest record is added –Change in state of an existing request or interest record occurs (status is changed) –Change in geometry for an interest Polygons: The total area has changed more than 5% or more than 1 hectare Lines: The total area of the buffer shape polygon has changed more than 5% or more than 1 hectare Points: The point has moved a distance greater than 1 metre in any direction

Users can also create an “overlay report”

An overlay report will allow users to query a number of resource layers from the Land & Resource Data Warehouse (LRDW), including the ICF “private” land layer.

Recent Key Changes Release 5.0: Addition of Spatial Overlay Engine to report on non- interest conflicts that may exist for an Area of Interest GATOR link Private Parcel Title Number queries Parks and Protected areas real-time acquisition ICF sourced from Land and Resource data Warehouse Water permits can be searched by PCL instead of PTS Release 6.0: Business report for Mineral Tenures Email confirmation for notifications and batch reports

2008/2009 Goals Develop 3 planned acquirers and 3 net-new acquirers for data acquisition Focus on improving ILRR stability and performance Assessment and management of client initiated change requests ILRR marketing Proactive management for both Interest Granting Agency data acquisition system changes and Infrastructure system changes

Empowers Stakeholders to perform their own due diligence Stakeholders and Government can save queries to interested parties Stakeholders and Government are using the same, up-to-date data set Users can create notifications, enabling them to stay current Why use the ILRR
