12 What does this mean? We do not have to chose between central top down or fragmented bottom up. Systems federation is not about exercising control but about facilitating and coordinating. Rights and responsibilities have to be exercised at the appropriate level: –Individual episode and relationship –Local partnership –Sub regional and regional priorities –National priorities and standards All the right people must be involved in appropriate governance structures.
