Against this backdrop, the EPSA aims to achieve the following goals: - implementation of the Lisbon Strategy - creation of a common European administrative space - devise new administrative problem solving paradigms - foster constructive competition amongst public sector organizations - learning from the European Leading Edge - encouraging public sector organizations to measure their performance against European benchmarks - generating value on the basis of national awards that have European perspective

EIPA’s Board of Governors consists of the DGs on Public Administration of the governments of EU Member States. EIPA has therefore a reliable direct link with all EU governments. EIPA carries out training for more than 10.000 employees of public administration at all administrative levels and EU institutions per year. It is known to many practitioners and enjoys a good reputation. EIPA’s Antennae in Barcelona, Luxembourg, Milan and Warsaw ensure a high knowledge of the regional aspects of public administration and of the various challenges.

17 © EIPA Intro 2007 10/ 11 July 2008 Prof Dr Marga Pröhl IPSG Meeting, Paris Quality Conferences and EPSA Two independent initiatives – reinforcing the learning and development process of European public administrations Biannual structure – EPSA in between two quality conferences, therefore no overlap in timing Synergies are possible and should be actively used Different scope and setting Quality Conferences: broad scope of topics, major meeting and networking place of public administrations EPSA: changing topical issues, real competition, narrower focus EUPAN network would be welcome to nominate themes for EPSA Conclusion: no competition but complementarity
