Palomar West Medical Center Segmental Review Brett W. Beekman, S.E. Senior Structural Engineer, Southern California

Segmental Review Pilot Palomar West Medical Center Located in Escondido, San Diego County 11 story steel framed structure with one basement level Gross square feet: 725,000 Number of beds: 328 Estimated construction cost: $400,000,000.00

Segmental Review Pilot Inpatient Tower Floors 1 - 11 D & T Low-rise Base Floors 1 - 3

Break Down of Increments Increment 1: Foundation Only Package Increment 2: Architectural & MEP Increment 3: Exterior Curtain Wall Systems Increment 4: MEP & Medical Equipment Anchorage Increment 5: MEP Pipe, Duct & Conduit Bracing Increment 6: Major Structure Except Foundation

Scope of Increments 1 & 6 Increment 1 originally contained the entire major structure including foundation and was divided into 5 segments The foundation was separated into it’s own increment, at owner’s request & became Increment 1 Increments 2 - 5 were already designated & input into Logbook, OSHPD’s project tracking system Increment 6 added and includes the balance of the major structural system

Increments 1 & 6 Segments Scheduled Actual Scheduled Actual Submittal Submittal Approval Approval Date Date Date Date Segment 1 (Detailed Approach) 2/14/07 2/22/07 3/16/07 4/03/07 Segment 2(Loading Criteria) 3/05/07 3/08/07 3/30/07 4/20/07 Segment 3A(Lateral Comp. 7 Increments 1 & 6 Submittals Increment 1: Foundation Only Submittal Submitted on time (9/28/07) Scheduled completion date 12/21/07 Change in code necessitated reevaluation of soils report Ground motion studies were the main focus of the reevaluation. Alternate Method of Compliance granted allowing use of the 2007 CBC Increment 6: Superstructure Submittal (excluding foundation) Submitted on time (9/28/07) Scheduled completion date 3/25/08 Revised completion date 4/15/08 A Wind Tunnel study proposed by the SEOR was implemented during segment 3A and focused on local wind pressures at corner conditions

Increment 2 Submittal Increment 2: Architectural and MEP Submittal Submitted on 9/28/08 Revised submittal on 12/4/07 Scheduled completion date 9/28/08 Several items from Increments 1 or 6 were included in Increment 2 to facilitate the respective approval schedules Items moved to Increment 2 included Loading Dock and Block House Foundations Site Walls and Window Washing Davits

Increment 3 Submittal Increment 3: Exterior Curtain Wall Systems Submittal As of 2/15/07, the “Begin the Review Process” was scheduled as “TBD” 100% CD set submittal scheduled for 9/07 Review to be completed by 6/08 Unforeseen conditions resulted in a schedule modification New schedule for the Curtain Wall Submittal has been broken into 5 segments

Increment 3 Segments Scheduled Actual Scheduled Actual Submittal Submittal Approval Approval Date Date Date Date Segment 1 5/12/08 9/12/08 (Package 1, Phase 1) Segment 2 6/16/08 10/17/08 (Package 2, Phases 2-3-4) Segment 3 9/22/08 1/16/09 (Package 3, Phases 5-6) Segment 4 10/20/08 1/23/09 (Package 4, Phases 7-8) Segment 5 1/12/09 5/15/09 (Package 5, Phases 9-10)

Increment 4 Submittal Increment 4: MEP & Medical Equipment Anchorage Submittal: As of 2/15/07, the “Begin the Review Process” was scheduled as starting 2/08 100% CD set submittal scheduled for 9/08 Review to be completed by 9/09 Unforeseen conditions resulted in a schedule modification New schedule has been broken into two segments

Increment 4 Segments Scheduled Actual Scheduled Actual Submittal Submittal Approval Approval Date Date Date Date Segment 1 4/30/08 1/30/09 (MEP Equipment Anchorage) Segment 2 6/30/08 2/27/09 (Medical Equipment Anchorage)

Increment 5 Submittal Increment 5: MEP Pipe, Duct & Conduit Bracing As of 2/15/07, the “Begin the Review Process” was scheduled as “TBD” 100% CD set submittal scheduled for 9/08 Review to be completed by 9/09 Unforeseen conditions resulted in a schedule modification New submittal date is 5/08 Review to be completed 7/09 The design team has requested the package be submitted and permitted on a floor by floor basis. This request is currently under review.

Phased Review - Lessons Learned Continual communication between OSHPD, contract reviewers and designers is essential in segmented review Coordination between disciplines on the design team is essential –Continuously updating team on changes in the design Submit long lead reviews, i.e. geotech reports, design criteria, AMC, material testing reports, etc., far in advance of plan review submittals

More Lessons Learned Deciding what to put into each increment is key –Including “unique” items may shift focus from major portions of the work Use every tool in the box –Reminders and checklists –Review FAQs, PINs & CANs Flexibility by all parties is essential in resolving schedule conflicts and design changes
