THE MONROE COUNTY PLANNING DEPARTMENT 2012 INDIANA GIS CONFERENCE BLOOMINGTON, IN 5/9/2012 Using GIS to Analyze and Predict County Build-Out

Introductions Jason Eakin, AICP Assistant Director Monroe County Planning Department Christina Motilall SPEA Service Corps Fellow Monroe County Planning Department Kevin Sonoff SPEA Service Corps Fellow Monroe County Planning Department

Vital Statistics The total land area of Monroe County is approximately 394 square miles 2010 Census population counts, contains 137,974 residents. The planning jurisdiction of the County is approximately 370 square miles with a population of 50,993.

Monroe County Planning Department Primary coordinating agency in the development, adoption, and implementation of county land use plans and policies Provides current and long range planning services to county boards and general public 8 full-time employees (5 full-time planners) 2 IU SPEA Graduate Fellows

Subdivision Analysis: What is the goal? More Effective Monitoring of Unfinished Subdivisions and Associated Infrastructure

Subdivision Analysis: What is the goal? Improved Erosion Control Oversight

Subdivision Analysis: What is the goal? Adequately Provide Emergency Services

Our Ideal Approach Begin analysis.  Temporal Analysis of Infrastructure Completion  Proximity to Public Services  Inventory of Total Build- out and development potential  Rate of Absorption in relation to location  New Master Subdivision Layer

Our Ideal Approach Identify all parcels that exist within county subdivisions. - Subdivisions Key

Our Ideal Approach Remove Bloomington and Ellettsville planning jurisdictions from study area. - Bloomington and Ellettsville Planning Jurisdiction Key

Using building footprint layer, identify built and unbuilt parcels. Our Ideal Approach - Existing - New - Changed Key

Our Ideal Approach Create new built and unbuilt layers. - Built - Unbuilt Key

What actually happened. Problem: Discovered errors in new built and unbuilt layers. Possible solution: Use master subdivision layer to reconcile missing parcels.

What actually happened. Problem: Discovered missing subdivisions in master subdivision layer. Possible solution: Use auditor plat catalog to identify missing subdivisions. Researched Recorder Plats

What actually happened. Problem: Discovered subdivisions in Recorder plat catalog with additional phases and sections. Possible solution: Merge planning database, recorder plat lists, auditor plat maps, and GIS data layers

A New Approach Begin building a new master subdivision list in Excel using multiple sources.  Planning Spreadsheet  Auditor Records  Recorder Database  Existing Subdivision Layer

A New Approach Attribute List Map of build-out over time (Pre-90, 90-99, 00-Present) Temporal Build Out (County Scale) Clear Creek Township Pilot Study  Develop attributes for subdivision layer  Generate Built / Unbuilt Layers for subdivisions

Pilot Study Results - Pre-1990

Pilot Study Results - Pre-1990 - 1990-1999

Pilot Study Results - Pre-1990 - 1990-1999 - Post 2000

County Built/Unbuilt Results * = “Urbanized” Townships

GIS Subdivision Layer Results Populated GIS Subdivision Layer to include Built/Unbuilt Status  Each parcel’s attribute information includes:  Owner Name  Address  Tax ID Number  Address  Subdivision Name  Acreage  Property Class  School District  Built or Unbuilt Status

Where Are We Going? Proximity to Service Analysis Organized work flow between the Planning, Auditor, and Recorder Departments for ongoing maintenance of the Subdivision Layer.
