4/24/2017 Gila River Indian Community Akimel O’odham (Pima) & Pee Posh (Maricopa) Reservation established in 1859 by Executive Order Central Arizona – Maricopa & Pinal counties 374,000 acres or 584 square miles 20,145 enrolled members 15,500 Reservation population The Gila River Indian Community (Community or GRIC) is a federally recognized Indian tribe located in south-central Arizona, within both Maricopa and Pinal counties. The Community covers a land base of 372,000 acres and borders the Phoenix metropolitan area - Chandler, Gilbert, Mesa, and Maricopa. The Community has 7 districts and an estimated 20,145 enrolled tribal members; it is home to Maricopa, Pima, and multicultural people. The strength of the Community derives from its cultural spirit, industriousness, and maintenance of traditions. Today the Community strives to preserve its core values while facing demands of a rapidly changing world. In spite of high unemployment, poverty, and health issues exacerbated by the economic situation, the Community has made a concerted effort to develop positive networks and programs.

4/24/2017 Department of Environmental Quality - DEQ Established in 1995 Created new and consolidated existing programs Air Program established in 1995 25 full time employees Approximately 2/3 of budget from US EPA grants Other funding- tribal, permit fees,etc. The Community Government has demonstrated a commitment to protecting its environment by taking steps to manage and protect its air, water, and land resources with creation of the Gila River Department of Environmental Quality (DEQ) in DEQ has grown based on tribally approved plans to address environmental issues related to air/water quality, emergency response planning, solid/hazardous wastes, the community right-to-know act, and pesticides with educational outreach and comprehensive regulatory capability. DEQ has been delegated to the task of management, oversight, and implementation of environmental protection and regulatory programs.

This EI was updated in 2007 by GRIC, which again was more used for the TIP submittal process But in general the EI is part of the regulatory program development more directed at the permit program. An emission inventory is an accounting of the amount of ambient air pollutants discharged into the atmosphere. An emission inventory usually contains the total emissions for one or more specific green house gases or air pollutants, originating from all source categories in a certain geographical area and within a specified time span, usually a specific year. Emissions and releases to the environment are the starting point of every environmental pollution problem. Information on emissions therefore is an absolute requirement in understanding environmental problems and in monitoring progress towards solving these. Emission inventories provide this type of information. An emission inventory is generally characterized by the following aspects: Why: The types of activities that cause emissions, What: The chemical or physical identity of the pollutatns included, Where: The geographic area covered, When: The time period over which emissions are estimated, How: The methodology to use. GRIC’s emission inventories are compiled for use in policy processes. Policy use: by policy makers to track progress towards emission reduction targets, develop strategies and policies or; they can also be used for science studies such as computer modeling for planning. All GRIC facilities that have a permit must submit an Emissions Inventory. Normally, an EI is provided by the facility on annual based (as a requirement), but since not all the sources on GRIC are permitted it is currently not required. And EI is resource intensive for the small staffing at GRIC DEQ AQP. GRIC also did an emission inventory of the Green House Gas about two years

PM10 + Ozone + weather) Special-purpose monitoring Tire fires, wild fires JATAP – Air Toxics Assessment In the beginning of the air monitoring program (2002), GRIC AQP monitored for PM2.5 also know as PM fine or 2.5 micron size particles, i.e. soot or can be plant pollens. GRIC monitored PM2.5 for about a year and found the concentration of PM2.5 near or below the environmental background levels (about 4 to 6 ug/m3). The NAAQS for PM2.5 is 12 ug/m3 for the annual average and 35 ug/m3 for the 24 hour average std (Dec. 2012). GRIC requested a waiver to not monitor for PM2.5 to EPA and was granted by Region 9 EPA office. In addition, PM2.5 is tedious and resource intensive compared to PM10 monitoring. It help justify to EPA in re-allocating resources.

11 4/24/2017 Upper left and bottom left photos – Tire fire near the town of Maricopa (south of District 5) in Fire started late in the afternoon. Low wind conditions moved the smoke over District 5 and District 4 areas. The smoke elevated higher into the atmosphere within the GRIC areas. Smoke did not come to ground levels until it reached the east valley (areas of Gilbert and Apache Junction). GRIC DEQ Air Program closely monitored the plume and coordinated with various DEQ agencies and GRICOEM). Right, top and bottom photos – is the wild fire known as the Ethan Fire in Where the salt cedar in District 6 and 7 caught fire in the month of June. Fire took almost more than a week to put out. Again DEQ Air Program was part of the emergency management team in providing real-time PM10 and weather data to the emergency control center.

4/24/2017 Information Technology Regulatory requirements Clean Air Act Air monitoring data Exchange Network GRIC DEQ/MIS EPA database (Air Quality System, AQS) The Gila River Indian Community is comprised of several entities operating to support the Community’s Vision and Mission. The GRIC Government is comprised of departments and programs which support GRIC administrative functions. Management of Information Systems (MIS) Department is a GRIC Government department, which provides information technology service and support for GRIC Government departments and programs. The mission of the Management Information Systems Department is to ensure a comprehensive information technology infrastructure for the Gila River Indian Community. GRIC currently submits criteria air monitoring data to Air Quality System (AQS) using AQS Web application through manual log in via the Exchange Network and the EPA Common Data Exchange (CDX). AQS database contains ambient air pollution data collected by EPA, state, local, and tribal air pollution control agencies from thousands of monitoring stations.  AQS also contains meteorological data, descriptive information about each monitoring station (including its geographic location and its operator), and data quality assurance/quality control information.  The United States Environmental Protection Agency’s (USEPA) Office of Air Quality Planning and Standards (OAQPS) and other AQS users rely upon the system data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions.  AQS information is also used to prepare reports for Congress as mandated by the Clean Air Act. The Community uses the air quality data from the AQS data in various decision making processes especially in development and land use planning. GRIC DEQ realizes the need to effectively collect, quantify and transmit environmental data for use in making informed decisions about environmental conditions and understands the advantage of storing and accessing data for future use. Current methods of environmental media monitoring and data collection and storage are not uniform throughout the division, thereby slowing the generation of necessary reports. The GRIC Exchange Network is valuable for GRIC DEQ by providing upgrades to current software and hardware systems at GRIC. And federal funds under this project greatly enhance data exchange processes within GRIC DEQ, the Community and other agencies. The GRIC Exchange Network funding improves GRIC DEQ’s abilities to comply and meet future environmental reporting requirements. The Community will be able to better access and uses the environmental data with the Exchange Network for decision making processes.

AQP provides air monitoring information to the community. An annual outreach is provided to the Community on the AQP’s air monitoring data from the previous year (known as the Air Monitoring Network Review). They also include all the natural exceptional events recorded where the PM10 monitor exceeded the national health based standard. Program also includes a message on respiratory health protection during such events. All within GRIC areas.
